UPI Telephoto enate Debate May Reach New High WASHINGTON (UPI) Fili blistering is as old as parliamen tary debate itself but the "slate of the art," as the military would say, may reach a new high in skilled performance in the U.S. Senate this summer. A filibusterer in a legislative body is one who delays action by talking to consume time or by dilatory tactics or other artifices The expected debate over Pres ident Kennedy s civil rights pro gram could spawn such a talka thon and it could be the tough est in the Senate's history. . No senator really wants a fili buster, with its sleepless nights, bad digestion, boring d-rys and the strain of constant friction. But one now appears inevita ble. And a well-knit band of ex oerienced Southerners under Sen Richard B. Russell, D-Ga., is ready for it. Always Ready This is nothing new. They stay ready, year in and year out, ever on guard against racial bills. As a result, their teamwork and lecn- nique tliis time may be the most effective since Juuus caesar ui the Roman Senate became one of history's first recorded filibuster crs. . The Southern bloc has won ev ery all-out filibuster against ma jor civil rights measures since Civil War reconstructions days. In fact, Russell's seasoned forces! have staved off every major ef fort to weaken the Senate's clo ture rule for limiting debate since it was adopted in 1917. The so-called gag rule is the Gibraltar of the Southern de fenses. It requires a two-thirds majority of all senators voting to limit debate. The Senate voted cloture for the first time in 27 years last year in curbing a talkathon by "econ omic liberals" against President. Kennedy's space satellite commu nications bill. But civil rights was not involved. Invoked Five Times Tho record shows that cloture has been invoked only five times since the rule was adopted while 32 tries have failed. Liberals backing the President's civil rights proposals well know they must clear the cloture hur dle to win their battle. They hope for more support than ever this year against Die backdrop of na tionwide racial unrest. But they also know the odds and the long record of past failures are against tlicm. Russell's Dixieland band in cludes 18 Southern Democrats and Sen. John G. Tower, R-Tcxas. They operate with the skill, stam ina and teamwork of a wcll-drill- cd, battle-seasoned military unit. Their success lies in organiza tion, planning, discipline, thor ough preparation, dedicated de termination and expert knowledge of every nook and hook in the Senate's rules and operating prec edents. Threo Tcaina Russell's troops are organized into three squads of six senators. each under a team captain, with the veteran Georgia Democrat di recting overall strategy, Sen. Strom Thurmond, D-S.C, is the Senate's current filibuster champion. He held forth continu ously for 24 hours and 18 minutes in 1957 against a compromise civil rights bill but was aided by interruptions totaling an hour and 18 minutes. Thurmond wrestled the title from Sen. Wayno L. Morse, D-j Ore., who spoke for 22 hours and j 26 minutes in 1953 against a tide-: lands oil bill, with no breaks ex cept occasional questions from other members. But some old-timers rate a 1949 effort by Son. Allen J. El- lender, D-La., as the alltime iron man performance. Ellendcr spoke for 12 hours and 19 minutes with no interruptions or breaks of any kind. He was opposing a change in the cloture rule. Gold water Camp Should Look At Both North And East By LVLE C. WILSON Inited Press International Goldwater political strategists should look again before they abandon the industrial North and East in search ot presidential electoral votes. They should look for evidence of white resentment in the North and East against the civil rights situation now existing. They should examine the political com plexities of New York state, Pennsylvania, Illinois, New Jer sey, Missouri, Michigan and in the West, California. Some or all of these are indus trial states the Goldwater men believe they can do without in 14 and still elect their hero. They believe they can win with Middle Western, Rocky Mountain and northern New England states provided they also can entice the electoral votes of the one time Solid South. Their arithmetic is good. Their politics may be in error. The er ror could be failure to know the impact of the 1963 civil rights controversy on large numbers o( while voters outside the South. These whites may be hypocrites. But they vote. Resent The Same They vote for hard-nosed civil rights in the South but resent the same being imposed in their own northern communities. The large Negro blocs in the big. in dustrial states compel candidates for elective office to support civil rights conditions satisfactory to Negro voters. It is possible that there are some hypocrites among the elected officials. Small mat ter. The hard fact is that the North and East have become arenas of racial friction. You name the big, industrial state and the newspaper files will document re cent racial trouble and white re sentment. These troubles usually have oc curred in areas where Demo cratic candidates for federal, state and city office get the ma jorities tht elect them. It seems reasonable to speculate that many white voters in the North and East angrily resent the Ken nedy civil rights program. There could be enough of these resentful whites to create a significant anti-Kennedy voting bloc. It is conceivable that these resentful whites would be sufficiently nu merous to offset the Negro voting blocs. Pure Speculation All of this is pure speculation. But politics is not a precise science. Good politicians will take into consideration the idea that the 1964 elections may be come a significant referendum among white voters in the North and East on civil rights as the issue may affect, for example: St. Louis, Mo., Englewood, N.J., Chicago, New York City. De troit and Philadelphia. This could be a very good break, indeed, for the Goldwater men. It might enable them to keep the South happy in the Gold water camp without, necessarily, abandoning all hope of picking up some electoral votes in the big time North and East. The political impact of all ot this might, for example, prevent President Kennedy's re-election.. If the speculation is valid, the Republicans would stand to gain, the Democrats to lose.
