Morse Hits Cuba Stand WASHINGTON (UPU Sen. Wayne Morse. D - Ore., today denounced Republicans proposals that the United States recognize a Cuban government in exile at Guantanamo Naval Base and im pose a blockade of Cuba. Morse said such sueeestions were "foolish, dangerous. imwu J.( J ill ' uriu aitu nrvuiiaius-ivu. ine chairman ot the Senate Latin American Affairs subcom mittee said recognilion of a gov ernment in exile would relieve Castro of his treaty obligations and deny representation to per cent ot the Cuban people still in their homeland. In a speech prepared for the Senate, Morse also said "any such i exile i government would carry the indelible stamp of a puppet government of the United States." Mor(se pointed out that the M)0;i treaty authorizing the U.S. base at Guantanamo bay stipulated that it could be used "for no other purpose" or "other enter prise." Sen. Gordon AHott. R-Cnln.. sug gested recognition of a Cuban gov ernment in exile at Guantanamo. His proposal was part of a stepped-up emphasis by Republi cans on Cuba policy, which they claim has been poorly handled by the administration. Senate Names Two Officers WASHINGTON 'tPI- - The Senate Armed Services Commit tee approved Thursday the nom ination of Adm. David L. Mc Donald as new chief of naval operations and the reappointment of Gen. Curtis E. lxMay as Air Force chief of staff. The Senate later confirmed Le May's reappointment. The committee acted after re ceiving assurances from Defense Secretary Robert S. McNamara that the Pentagon would not at tempt to gag military leaders. McDonald will succeed Adm. George W. Anderson, who will be come ambassador to Portugal. It was reported in some quarters that Anderson was not reappoint ed as chief of naval operations because of statements lie made that conflicted with Pentagon pol icy.
