Considered and other recommendations to promote equality in the services. The Chief Executive said the report showed significant progress in the 15 years since former Pres. went Harry S. Truman ordered desegregation in the military. But he agreed with the commit tee that "much remains to be done, especially in eliminating practices that cause inconvenience and embarrassment to service men and their families in com munities adjoining military bases. The President said he agreed! with the "spirit" of the proposals and called on residents of cities near military bases to open up public accommodations and hous ing to Negro servicemen. The report, prepared by seven-man committee under the direction of Gerhard A. Gesell said discrimination was a prob lem in promotions and assign ments. But it said the worst prob lem was oif-hase segregation which "adversely aflects service morale." Calling for new leadership by the defense department in promot ing racial equality, the report recommended that base command- icrs form hi-racial committees to deal with segregation in towns ad joining military sites. Missile Gets New Delay WASHINGTON ilPli - The Navy's high priority nuclear - antisubmarine missile, Suhroc, has suffered new delays and ris ing development costs as a result of the submarine Thresher's loss last April. It also was learned Saturday that there has been a setback, because of the tragedy, in devel opment of a new type of sonor system described as a "major improvement" in underwater de tection capabilities. Both the trouble-plagued Sub- roc and the new sonar, known as were to be tested in the Thresher, which was the first ol a large class of high-speed suh mersihles under construction (or the Navy. Suhroc is designed to be lired from a submerged sub. Ily through the air to its target and dive underwater for the kill. Al the time the Thresher was lost, the Navy said it was not carrying Suhrocs hut it offered no additional information. Congressional testimony just published, and further inquiries in tiie Navy, now have brought out that expensive testing equipment for Suhroc ami the new sonar went to the bottom with tlie Thresher. He pray ed that a "great flame of faith and love" would envelop the world. The 65 year-old pontiff quickly assured tile world there would lie no interruption of the work of his predecessor which had won the praise of men of all faiths. It was, so to speak, his keynote address. Pope Paul spoke in firm, measured tones in Latin in the Sistine Chapel before the 79 car-l dinals who chose him Friday to lead the world's 501) million Bo- man Catholics. It seemed likely Saturday that President Kennedy will be the first foreign chief of state to have an audience with tlie new Pope.
