Today was tlic 138th day of the record-length session. A resolution calling for adjourn ment sine die at 8 p.m. appeared in the Senate Thursday, but it could be amended. The general mood was one of weariness, discouragement auo disgust. None of tlie lawmakers were happy about the need to raise taxes, a need Uiey have had to think hard about in the final days. Most legislators wanted to go home, but the usual spurt at the finish was lacking. TB Patients Discussed I'or example, the big higher ed ucation budget of $77.3 million stalled in its final stages Thursday when tho House split over what to do about the state s some 160 tuberculosis patients. The House voted 33-27 against emptying the University TB Hos pital at Portland and consolidat ing the patients in the State Hos pital at Salem. Both bills were sent for review to the Health and Welfare Committee, which had never seen tliem before. A sign that time remained also appeared in the suddenly renewed efforts to get a "three - way workmen's c o m p e n s a tion bill i through. It would completely overhaul the program of insurance for the injured work er. Key Bills Pass Several more key bills linally cleared and went to the governor. They included one measure set ting corporation excise (axes on banks at 8 per cent, one broaden ing tlie state program of medical assistance for the elderly, and one requiring central reporting of sex offenses. The House yielded to pressures to restore $1.3 million to a bill providing money to improve sal aries of collece teachers and state I employes. The restoration by the House Education Committee gave the bill a total of $6.4 million for improvements over and above regular built-in increases $2 mil lion of it tor college faculty. The House passed tlie bill 43-15 and sent it to Die Senate. It was a bad beating for the Ways and Means Committee, which had trimmed the budget earlier. Rep Edward Branchficld, H - iledford, warned it wxwld encourage other state agencies to use similar pres sures in the future. Commerce Department OK'd A reorganization bill suddenly took on strength that could ge it through if the session dragged out. W1LSOV I'nited Tress International President Kennedy miscalculat ed the civil rights pressures by so wide a margin that he finds himself now confronting a danger ous and frightening emergency. The emergency is both danger ous and frightening because it threatens civil disorder, riotous mobs in city streets. Civil disorder is spreading in the South. There is the solemn threat of it in Northern cities. Tlie capital, itself, has been put on notice by Negro spokesmen that racial con ditions must change in Washing ton to prevent a race riot. Kennedy's miscalculation was political. The 1960 Democratic presidential platform carried to extraordinary extremes the prom ise of legislative and administra tive action in behalf of civil rights. Negroes applauded tlie platform and voted for Kennedy. He probably v,ould have lost some big slates and the presidency without their support. Itlghts Issue Delayed Kennedy decided to postpone civil rights legislation during his first two White House years to avoid arousing Southern members of Concress. Their angry reaction would have delayed and perhaps killed much of Kennedy's other legislative proposals. Meantime, tlie President moved fairly hard and fast with administrative measures in behalf of civil rights. ith special emphasis on the right to vote. The Kennedy administration's biggest play for the Negroes, however, was in the field of emotional propaganda. It returned to the House for concurrence in Senate amend ments. Oregon participates in the fed eral Kerr - Mills program of grants to the states for hospital and nursing home care for per sons over B5 with limited incomes. Participation in the program dur ing its first two years was slow groes were named to relatively high federal office. Negro leaders were welcome socially at the White House. The President dropped in unexpectedly one day on a group of young Negro college women who were having lunch. News stories and news pictures kept the nation informed of the President's attention to Negroes. This political play seemed to be working well until this year when it suddenly fell apart. Negro lead ers who had accepted Kennedy's early civil rights strategy as a political necessity for him. sud denly became disenchanted. Even the President's best friends began to tell him. His anxious telephone calls to Mrs. Martin Luther King Jr. on those occasions when her husband was jailed in the South were effective for a time. But just the other day, the Rev.
