Diplomats Results Of WASHINGTON 'CPU - Hun dieds of African diplomats and thousands of Washington Negroes are waiting to see what will come of the latest assault on racial bias in the nation's capital. This time tlie attack has been mounted against housing bias which has caused deep embar rassment to President Kennedy and the State Department in re lations with many African nations. Tlie three commissioners of tlie District of Columbia, who com prise tlie executive branch of the local government . have decided the time has come lor a ban on racial discrimination in housing. But since Congress, w-hich in ef fect is Washington's city council, has Imai legislative authority, tlie commissioners have deferred their ban to give Congress itself lime to act. But Congress, divided as it is between liberals and southern con servatives, may not he able to take any action. Trees cannot compete with heavy grass or brush cover, so it is necessary to clear away the competing vegetation. The clearing was accomplished with two D-8 bulldozers under con tract from the Darst Logging Company of Klamath Falls. Forest service employes will use the Lowther mechanical tree planter, Little Beaver hole dig ger, and Michigan planting bar to plant about 80,000 small trees. Most of the planting stock will consist of ponderosa pine, but some Douglas fir will be planted. on north slopes. Beginning in 1959. the forest service has successfully refor ested 560 acres of old brushficlds in the Cox Creek area. In addi tion, the district personnel plant ed about 1,000 acres on the Shoe string Fire which burned during 1960. This area is now stocked with ponderosa pine and will be one of the forest show windows of the future. Deer and porcupine are two of the major obstacles in the es tablishment of a young forest Both must be curbed since their. appetite for young trees is all consuming during the months of September through November. Research foresters are currently endeavoring to find some means of changing the flavor of the small trees but so far have been un able to stop these grazing ani-1 mals from eating small trees. Last week he left and was gone for 12 min utes. Yesterday while I was free- associating he ate an apple and read the newspaper. I don't think lie heard a word I said. May 1 hear your opinion on this? Youth Knocked From Bicycle A -year-old Klamath Falls boy received minor cuts and bruises' when he was knocked oil his bi cycle by a car slowly pulling out of a service station at the corner of Main and South Twelfth streets at about 4 p.m. Thursday. Greg Cramblet, 325 North Sixth Street, was taken to Klamath Val ley Hospital by Peace Ambu lance to have his injuries checked, but was released short ly after. The car was driven by Lloyd E. Chidester, 35, 2051 Fremont Street. Neither tlie car nor bikej were damaged. Police said the collision ap peared unavoidable and no cita tions were issued. They remakred in their report that the youngster shouldn't have been riding on the sidewalk. Battle Commission president Walter N. Tohriner said they will give Con gress "a reasonable opportunity" to consider a bill. This might mean that if Congress fails to act. the commissioners will move next winter, after the current session is recessed. Kemper said that while it did not sponsor the show, a promo tional advertisement appeared on an ABC program it did sponsor. It cancelled its advertising con tract with ABC, contending the ad vertisement w-as a violation of its contract and a breach of the Sherman Antitrust act because the sponsor of the Nixon program, moderated by Howard K. Smith, was a competing insurance com pany. Tlie controversy between the Chicago-based insurance firm and ABC began last Nov. 11 when the network broadcast the Smith show about Nixon. Part o.' the program included an interview Willi convicted perjurer Alger Hiss. Nixon, wiicn lie was in Congress, was instrumental in Hiss' conviction. Tlie tenor of tlie Smith pro gram disgusted a large number of people, and this had the effect of defeating Kemper's objectives in sponsoring a television news program," Kemper said in its suit. Kemper also said in the suit that ABC violated the antitrust laws because its contract with tlie net work called for Kemper commer cials to be aired over 35 affiliated ABC stations on which the firm did not want its advertising. The insurance group said that if it had not let those stations carry Kemper commercials, it would not lave been able to advertise over 95 other ABC stations. The network had no immediate comment on the suit. Bullet Grazes Park Visitor A Klamath Falls man who ap parently was playing ball at Moore Park was grazed in the neck by a stray bullet of unknown caliber at about 4 p.m. Thurs day. Tlie committee approved a $1, 663,472,000 measure authorizing buildings, hospital and other fa cilities at military bases. Included in the measure were 10.000 new homes Defense Secretary Robert S. McNamara said were needed to house some servicemen now Jiv ing in shabby quarters. Those homes will cost $181,519,000 The Defense Department sent to the committee, headed by House dean Carl Vinson, D-Ga., requests totaling $1,876,455,000. The com mittee whacked about 13 per cent trom tnat total. Defense agencies had their re quests reduced nearly 76 per cent, mainly because tlie committee de cided that a now $17.2 million in telligence building in Arlington, Va., was not needed now. Tlie defense agencies are units of the Defense Department such as the defense supply agency as opposed to tlie miUtary services. The vote was unanimous. .
