One of the first tilings a begin' - nor is taught is that if he holds two five card suits he should bid the higher ranking first with the idea in mind to bid the other later. This rule should be fol lowed Irrespective of the strength of the two suits. This is a mighty good prin ciple, but like all other rules It has exceptions and today's South: hand presents one. . If South were the opening bid der he should open one diamond. There is no question about that, but when the hand was played In a recent tournament every North player opened with one heart and it was up to South to respond. Most Souths responded two dia monds and from then on the bid ding proceeded to game in hearts, clubs or no-trump. Five odd was -made in hearts, four or five in no-trump and sev en In clubs. Invariably there was discussion about how impossible it was to reach a slam with a diamond void opposite five to the jack and there was consid erable surprise expressed when it was found that two pairs reached six clubs. At both those tables South de cided to bid two clubs. His Idea was not to bother with the dia mond suit unless his partner hap pened to bid it. The Fandango Days parade will be the opener of four days, of fes tivities in Alturas, including the World Scries of cutting horse Probation Report Set For PTA Meet DUNSMUIH A report on condi-i lions in the Siskiyou County pro- bation office and juvenile hall will bo presented to (he executive board of the 25th district, Cali fornia Congress of Parents and Teachers, at a June 10 meeting In Yreka. A study committee was appoint ed at the April district meeting when It came to the attention of the membership that the 1063 grand Jury report showed usually rapid deterioration of the juvenile hall and that Siskiyou County probation officers have lower salaries and greater case loads than similar officers m nearby counties. The committee report will rec ommend further consideration by supervisors of probation officers salaries and work loads and that tlic board of supervisors exercise greater responsibility in the selec tion of architect, contractor, and building inspector for county build ing construction. The committee report will also recommend that teacher and school facilities be provided at the juvenile hall and that high school students suspended or expelled Irom their own schools be re- quired to attend classes at the Crew Starts Tree Plant UKKVIKW-On Monday. Juvenile hall, with transportation and expense the responsibility of the parents. It was noted by the committee that two 'boys requiring juvenile hall detention have been without schooling for three months. Iteplaccment of the juvenile cell at the county jail with a security wing at the juvenile hall is con sidered a necessity by the com mittee. Juveniles suspected of criminal acts, being held for out side warrants, or considered a danger to themselves or others are now confined to a small cell in tile county jail. Sinee associa tlon with adult prisoners is pro hibited by law, they are scaled off from the outside world 24 hours a day. This is considered inhumane by the study commit tee. Results of the study will be pre sentcd to the district PTA dele gates in I lie fall and action recommended to the mcmbor units. The statement was issued by a spokesman here following ipeech by Soviet Ambassador Ni kolai T. Fedorenko at the United Nations Wednesday taking a hard er line than Russia has in the past against contributing to U.S. pro jects of which the Kremlin disap proves. "This is clearly another Soviet attempt to extend its veto into the General Assembly and render the Cattlemen Oppose Land Legislation ALTURAS - Alarmed by the great number of eminent domain bills before the state legislature, the California Cattlemen's Associ ation spoke out this week warn ing land , owners of the danger involved in the bills. Citing examples in assembly bill No. 1877 now before the Califor nia senate, John Weber, chairman of the California Cattlemen's Leg islative Committee, warned that the passing of this bill endangers the rights of property owners. This hill would give the state the Hi to condemn private property to use lor hiking and horseback rid ing trails. Weber said, "There are cer tain essentials for condemnation such as highways, railroads, and recreation ,w here the area is used by all the public, but this bill is extending the eminent domain procedure (property condemna tion) to a small specialized group ot people. He went on to point out that 50 per cent of the land in Cali fornia is now under state control. Over 30.000 miles of non-paved roads and trails are maintained for sportsmen, campers, and horsemen. Longe range plans now call for the doubling of this amount of land for trails. The danger that is the most grave in this bill is the lack of protection to the land owner from liability caused by the users. There is absolutely no protection for the land owner in this bill. If it passes, the land owner is direct ly responsible for any fires in curred by a user or injuries in curred by the users of the free right-of-way," Weber emphasized. California Cattlemen a Associa tion president, Carl Twissclman. stated, "Should the power of eminent domain be extended to such non essential uses as trails, It simply opens the flood gates for the extension of such powers to. a multitude of other non-essential projects. This will practically de stroy the whole concept of prop erty rights, including both urban and rural properties." As Weber said. 'This land is the rancher's business the same as that of a drugstore owner or service station operator, and his business should be protected." This, White told newsmen, "ap pears designed to revive the flag ging spirits of Communits in Cuba who are increasingly being iso lated." 4-H MERRILL SHEEP CLUB At the sixth meeting of the Merrill Sheep Club, Charlie Brit ton, president, called the meeting to order. -The minutes of the last meeting were read and approved Seventeen members were present and one new member, Kay! Thompson, There were five visi tors: Mrs. Kusler, Mrs. Alter, ICindy Hodges, Mr. Murphy and Denise r otheringham. We had three reports about sheep. Margie Ahem read one about the care of wool. Peggy Al ter said that sheep 'belong to the family of ruminants. Mrs. Lewis Furber, our leader, asked if anvone was planning to go to 4-H Club Summer School. She told us about the scholarships given or awarded to club members by the Midland Home Extension Unit. The Midland Unit would like very much for a club member from Midland to attend.
