House Votes Pay Hikes
For Retired Generals

$1.2 billion military pay increase

passed the measure 293 - 10 The
measure now goes to the Senate.
The extra increases in the al
lowance (or men serving under
fire were opposed by Chairman
Carl Vinson, D-Ga., of the Armed
Services Committee.
Vinson, who has served in the
House longer than any member
48 years, is rarely overruled by
his colleagues on military mat
ters. His committee had recommend
ed general increases, but turned
down the combat allowance and
the special "recomputation" bene
fits for 108,000 officers and men
retired before 1958.
Vinson warned that military re
tirement costs were soaring and
the whole system might be jeop
ardized if the extra retirement
provisions were added.
But the House rejected his ad
vice and approved a $30.5 million-a-year
amendment by Rep. L.
Mendel Rivers, D-S.C, lo remedy
what Rivers called a grave in
justice to retirees in 1958. the last
time Congress raised service
pay.
Vinson said most of this money
would go lo 23.000 high ranking
officers, some of whose pay checks)

A few minutes later the House
also passed an amendment by Rep
Charles E. Bennet. D-Fla., adding
special combat pay to the bill
The amendment was proposed
