Newspaper Page TextCAPITOL MEMO 3 Political Fortunes Hang On Legislature SALEM (CPU -What is taking place during this session of the Oregon Legislature may have a oramauc impact on trie political destinies of three men. Two are Republicans. Guv Mark Hatfield and Secretary of aiaie noweu Appling Jr., and the third is a Democrat. House Speaker Clarence Barton. All three appear to be running hard for office. All three denv it in public statements. But they may nave to tip their hands next year. Hatfield, whose term as gov ernor will not expire until 1966, is courting the vice presidency. A recent New York Times dis patch predicted that the Republi cans would pick New York Gov. Rockefeller as their presidential candidate, and either Hatfield or California Sen. Thomas Kuchel as his 1964 vice presidential running mate. Strategically Hatfield is in a good position. IJ the chances of a Republican victory in 1954 seem doubtful, he can wait. Appling and Barton don't have that option. They have to decide whether to seek reelection or to .try for other jobs. Appling hasn't said publicly whether he is considering another four-year term. Some predict he will seek reelection to put him in a good position to run for gov- ernor in 16, when Hatfield's! term expires. South ar rives at a normal three no-trump contract on standard, simple bid ding. West has an automatic queen of spades lead and South should win the trick with his king and go right after the club suit. At rubber bridge he plays the king of clubs and then overtakes his queen with dummy's ace He knows thai he is probably giving up a trick by this play but he needs only five club tricks for game and rubber and he v ants to guard against the pos sibility that clubs will break 4-1. It is a, wise precaution. If he fails lo overtake the queen of clubs he will wind up with only seven tricks. His opponents will colled a 200-point penalty and the rub ber will still be going on. In duplicate, declarer has a real problem. He will recognize tlie safety play, but he will prob ably decide against it and go down. His reasoning will be along these lines: "Everyone else will be in the same three no-trump contract and will probably get the same opening lead. The odds are against a 4-1 club break Therefore, why should I give up a trick in order to play safe." In duplicate, extra tricks are wnrlh extra risk. All three are intelligent, txilili. cally mature and ambitious. .Many feel the flareups and vio lent personality clashes that havp occurred since the legislative ses sion began are a direct result of these ambitions. Hatfield is a vocal chamnion nf education, aid to the needv and aged, efficiency in government, economy and civil defense. Many observers say these same views are voiced by Rockefeller. Barton is equally as vocal a champion for government effic iency, social welfare, aid to edu cation, good administration and a revised tax program. Appling has avoided involve ment in controversies unless they touch his duties as secretary of state. But when they do he reacts swiftly. He stands on his own pro gram and has openly split with Hatfield on issues such as the use of prison labor. While all three may "violently and openly disagree on methods, all espouse sound programs that can stand the lest of a campaign either for reelection or for election to another office. All are proven vote getters. Hatfield won reelection to a sec ond four-year term in 1962 with more than an 80.000 vote margin in a three-man race. .Appling, who first was appoint ed to the office, was elected to his first four-year term with bet ter than a 71,000 vole margin. Barton was first elected to the House in 1956. He ran unopposed in 1962, and received more than 14,000 votes. He has never sought state-wide office, however. tll three will deny it, but there are many who believe thai much of what is happening in the legis lature today is designed to have an impact on the election of to morrow. The project calls for the addi tion of 800,000 kilowatts of elec tric generating facilities to the Hanford New Production Reactor. It is lo be financed, constructed and operated by WPPSS on a non federal basis. The agreement provides for the sale of non-firm power output of the Hanford project to the util ities, which in turn, will be ex changed with BPA for an amount of firm power equal in value at BP.Vs standard rates to the op erating cost of the project. Representing the two agencies at the signing ceremony were Owen Hurd. WPPSS Managing Director and Charles K. Luce, BPA administrator. The board requested a meeting between Oregon Insurance Com missioner Walter G. Korlann, the California insurance commission er, representatives of the insur ance commissioner, representa tives of the insurance companies and representatives of the school district, along with other school districts which obtained insurance from the company. The board asked for the meet ing as soon as possible since tlie insurance contract expires with the end of the school term. Park Ranger Transferred Supervisory Park Ranger Alvin W. Peterson has accepted lateral transfer to Flaming Gorge Na-j tional Recreation Area Project, Vernal, Utah, as a district rang er stationed at Manila, Utah. According to Crater Lake Na tional Park Superintendent W. Ward Yeager, Al Peterson will have a chance to become ac quainted with development of a new area and a new climatic situation. He entered the National Park Service in 1952 after graduation from the University of P u g e t Sound, majoring in sociology. Ranger Peterson started at Mt. Rainier National Park in the Maintenance Division in 1M2. Af-' ler becoming a park ranger in 1!)57. Pclerson experienced a con siderable amount of rescue work due to his participation on the ski patrol and rescue team. In I960 he accepted a transfer to Crater Lake National Park and became a district ranger in 1962. The Petersons will leave Crater Lake April 15, visiting their fam ilies near Seattle bclore entering on their new assignment. Warren G. April i:. 1361 PAGE S-A Funds Held From Pair Of Budgets SALEM i CPU -The Wavs and Means Committee refused to yield to pressure, and sent the soil conservation and state engi neer budgets back to tlie House Saturday without any increase in lunds. The soil budget had bee n trimmed $22,754, and the engineer budget had been slashed $105,000 by ways and means and sent to the floor earlier this session. Both were returned for "Further con sideration" after massive oppo sition to the cuts and voiced by agricultural interests. Provisions for small watershed planning had been dropped from the engineer budget. Although a lengthy public meeting was held at which the cutback was bitterly denounced, the Ways and Means Committee refused to back down from its original stand. The soil conservation budget proposed includes $75,942 from the general fund, the engineer's budg et, $992,532. Also approved was the Legisla tive Fiscal Committee budget of 5173,297, which had been trimmed S560. Ways and Means voted unani mously to introduce a bill which would place basic school support appropriations on a biennial bas is, and change the school census ages from the present 4 through 20 lo 5 to 17. A bill increasing the limit for self liquidating dormitory bonds from $44.5 to '2 million also was approved. At the committee's request, Fi nance Director Freeman Holmer and Civil Defense Director Rob ert Sandstrom explained the need for moving the CD communica tions center lo the Capitol base ment. They said it was designed lo be more workable in case of emergency, and to be closer lo the governor. They said the large administra tive center was needed "to han dle a staff of up to 95 persons in case of an emergency. Pollution Meet Slated PORTLAND (UPH - The Stale Sanitary Authority decided Thurs day to hold its next mccung m Southern Oregon to uivcstigalc air pollution in the Rogue River Val ley. The meeting will be held June 21 in either Medford or Grants Pass. Acting chairman B. A. McPhil- Lps told the agency he went through Medford twice in Febru ary. "It was just like dropping clown into a cave, tlie air was so thick," lie reported. Placer mining pollution of the Rogue River and its tributaries also may come up at the meet ing. The authority received a let ter at its meeting Thursday com plaining of pollution in the Agness area. In other action, the authority re fused a request from the city of Sherwood for a six-month exten sion on its deadline for filing plans for a city sewer system. The 3 per cent tax would raise $64 million a year. The tax would be levied on all sales except gro ceries and farm supplies. The tax committee's action was taken in tlie belief that the sales tax will be killed in tlie house, and thus clear the way for con sideration of a revised income tax program. Reps. Victor Atiyeh, R-Port-land; Clinton Haight, D-Baker, and Jack Smith, D Condon, op posed sending tlie measure to the House.
