Argentine Troops Mop Up Rebels BL'EN'OS AIRES, Argentina UP1 Rebel navy leaders or dered warships back to base to day as government troops mopped up die-hard stragglers winding up Argentina's latest military crisis. The navy's submarine establish ment at Mar del Plata and its surrounding shore installations surrendered without firing a shot and navy rebel chieftain Fleet Adm. Elaido Vazquez ordered the battle fleet to return to moorings at Puerto Belgrano. Vazquez' order apparently averted an all-out attack on rebel held Puerto Belgrano by a mass of government forces moving to ward the port 300 miles south of Buenos Aires. A motorized engineers group which rebelled at Bariloche sur rendered under threat of attack. The capture of Mar del Plata found the base deserted. Most of its troops apparently fled to sea At least 25 men had been killed and 50 others wounded In two day of scattered resistance bv rebel die hards. Most of the fighting was limited to air strafing and bombing. There was little hand combat. A broadcast from a hidden ra dio station spoke of continued re sistance by the "Patagonian Rev olutionary Command," suggesting tne rebels might intend to hole "He's enrolled at Winsocki, class of '85, and there's a reserved space in my company's parking lot waiting for him the same year!" up in the bleak southern terri- had ceased. W ASHINGTON ' IH1 ' - Presi dent Kennedy today seemed to have found a happy slugging ground with the Republicans: the domestic economy of today as ompared with latter years of the Eisenhower administration. Barring an economic downturn. the President apparently intends to stay on the same track (or months to come and possibly into. the sensitive 19tH election year. The track is simple: for those who would follow GOP urging to ut the new frontier budget for fiscal 19M, cast a backward look at the economy of 1958-60. The Chief Executive at his con ference Wednesday shot sparks over an otherwise routine meet ing with reporters when asked about budget cuts proposed by former President Dwight D. Ei senhower. Kennedy relieved his counter attack to some extent by pictur ing the Eisenhower recommenda lions as echoes from a Republi can budget director. Maurice Stans. But since Eisenhower stood by the Stans figures, Ken nedy said the proposed cuts would pitch America intu a re cession and slow efforts to over take Russia in space. Eisenhower recently supported the Stans theory that $13 billion could be cut from the new Ken nedy budget. Asked by reporters for his reaction.
