The firm said it planned a 10- year, multi-million dollar program that would more than double the size of the present underground wiring area in downtown Portland Budget Battle Opens In California Legislature SACRAMENTO (UPD-Tlie an nual battle of the budget opened Tuesday in California legislature. Right away, an opening shot was propelled at plans for a state withholding tax backed by Demo cratic Gov. Edmund G. Brown. "It is the least desijable of the proposals he has made," said A. Alan Post, legislative analyst, the legislature's watchdog on state spending. But he hastened lo say that in his annual review of the gover nor's $3.2 spending program Post had taken no formal recommenda tion one way or the other on w ithholding. Post made his comments be fore the Assembly Ways and Means Committee, which met to organize for its annual review of the budget. Chairman Robert W. Crown announced plans for sub committee meetings to make an item-by-item review of the huge spending plan. A second potshot was taken at the administration by Assembly man Charles Conrad, H-Shcrman Oaks, the lower chamber's minor ity floor leader. "The thing that bothers me is that a tax increase is inevitable in this program and the adminis tration is covering up the fact that .they're getting by for two lyears on windfalls," said Conrad. He backed this allegation by pointing to a statement by Post in his 1.010-naee budget analysis that the pay-as-you-go income tax would give the state a one-time pickup of about $151 million in fiscal 1964-65" and that increased state revenue could be expected from Long Beach oil fields. But Hale Champion, stale fi nance director, staunchly defend ed 'the money program, which Post recommended be trimmed by $98.1 million for fiscal 1963-64. Of Post, Champion said: "He would agree . . . that there is no difference between us in the de sire to conserve the slate's fiscal resources or to administer the budget economically. "The differences are in assess ment of what we consider to be the state's real needs and the extent to which we must go to meet them." Champion said Post's legislative recommendations boiled down lo holding the line while Brown's budget "proposes that we should meet new and urgent areas of need." He mentioned in particular the field of education, where Post's recommendation was that Ihe ad ministration's proposed $30 mil lion increase in state spending I for education be chopped off en tirely.
