Newspaper Page Text: Guns Called ..Youth Crime Accelerators WASHINGTON i IT I A Los Angeles jwliie officer testified at a Senate hearing today that the rising juvenile crime rale is be ing accelerated by the mail order tale of firearms. "Anyone, virtually anyone, can pet a gun," Sgt. Kenneth Carpen ter, investigator (or the Los An geles Board of Police Commis sioners, told the subcommittee on juvenile delinquency. The Senate group is investigat ing interstate traffic ia mail or der firearms. Carpenter said even though Cali , fornia and Los Angeles have strict regulations over sale and use of firearms, dealers are able to op crate mail order businesses there "virtually uncontrolled." In addition. Carpenter said. "There is no way of knowing how many of these weapons are being . collected to form the secret arsen al of some subversive or revolu tionary group." Sen. Thomas J. Dodd, D-Conn., ' subcommittee chairman, said the hearings followed two years of in vestigation which disclosed ex tensive traffic in concealable weapons to murders, felons, mental defectives and juvenile delinquents.
