Trip Canceled
WASHINGTON (AP) - A trip.
late this month to Russia for a
study of Soviet education has been
canceled by the House Special
Education subcommittee "due to
the press of other business."
A committee aide said, though,
that the group, headed by Rep.
Edith Green, D-Ore., hopes to
make the journey after Congress

the Union lo authorize a five-day
work week for state employes.
The action, taken Tuesday by the
state Board of Finance, goes into
effect April 1.

SALEM (AP) - The House
Highway Committee Tuesday rec-j
ommended passage of a bill that
would increase Portland's share
of state gasoline tax money slight
ly. At present cities get 10 per cent
of state gas tax revenue based on
their share of the tola' urban pop
ulation of the state. However, all
cities are permitted to count 100
per cent of their population ex
cept Portland, which is allowed
to count only two-thirds of its pop
ulation. The approved bill would allow
Portland lo increase the per cent
of its population it could count to
share in gas tax money to 70 per
cent.
The bill would be effective in
1962 and would give Portland an
additional 64,700. It would result
in slight decreases in other cities
in the state.
Multnomah County representa
tives urged favorable action on
the bill on the ground that it was
only fair. Rep. Norman Howard,
D-Portland, asked why Portland
should suffer because it is larger.
It was pointed out that passage
of the bill would cost Salem about
$5,000, Corvallis about $2,000 and
Astoria about $1,000, as examples
of its impact.
The committee also called back
a bill it had approved to authorize
$4 million in bonds for Highway Ways and Means Committee. This;House Speaker Robert Duncan,

kov subscribes to Secretary of
State Dean Rusk's quiet diplo
macy policy. Thursday, Men-
shikov dropped in on Undersecre
tary of State Chester Bowles to
discuss what he called a routine
matter. Menshikov called again on
Bowles Friday over what he said
was another routine matter.
Pressed by reporters as to what
both matters were, Menshikov
raised one finger, smiled and said,
"quiet diplomacy, gentlemen."
