Most of this network already exists in part as unconnected seg ments, the association said in a report prepared to announco the j project. What is needed now is to connect them and to improve, to standard two-lane width, those, that are now substandard. The work will run into millions of dollars, said Darrell Jones, association president, but the O & C counties have been spend ing large sums on access roads, reforestation and recreational development and it is expected that available money will be even greater in coming years. The President sent tq Congress legislation to make what he called needed improvements in the pro gram. The changes Kennedy proposed which''0"''' rc(lll'lc an increase of one- the original Oregon and California Railroad grant. The counties get 75 per cent of the earnings from this land, giving (hem substantial sums. Cooperating with the counties are the Forest Service Bureau of Land Management, state Highway Commission, Slate Parks Advis ory Board, Department of Plan ning and Development, State Travel Information Bureau Ad visory Committee, Bureau of Indian Affairs, and some non O k C counties. Two big recreational projects connected in part with the pro posal were listed as a ski area development near Ashland, to be reached by one of the roads in the new network, and replace ment of Magic Mile chair lift at Timberline Lodge on Ml. Hood. The Ashland development is con tingent on private development ofl the ski facilities. Jones said the O & C associ ation had taken the lead in the proposal and a steering commit lee of all interested groups would work out details. The report prepared by the association said that the proposed workers and employers, Kennedy did not estimate the cost of the suggested tax increase. It would be in addition to another increase in the same amount. Kennedy recently proposed an other increase of the same amount to finance the new ad ministration's plans for health in surance. Kennedy proposed: 1. Increase from the present $33 a month to s-u l no minimumi benefit payable. 2. Reduce the age at which men are eligible for retired bene fits from the current 65 to 62. The benefits for those who claim them hefore age 65 would be reduced. 3. Change the proportion of lime which an insured person must work under Social Security to be eligible for retirement bene fits.
