Harris will be the only Northern Cali fornia representative at the acad emy. Undersheriff Harris is a native of Modoc County and has been with the Sheriffs Department since January, 1952. He served as clerk of the department's Bureau of Identification from 1957 to 1958. He is married to the former Doris Perry of Fort Bid well. They have three children. Hat-bv-Wir State Welfare Checks Found, Man Arrested PORTLAND (API - Munroe Lee Allen, 24, was booked on a charge of possessing stolen prop erty after police found l.ooo blank state welfare checks in his apart ment Sunday night. He said they had been left there by some one else. Police said I hey had not yet found out from where the checks were taken. James L. Jefferson, assistant administrator of the Welfare De partment, said there wasn't much question where they were taken, but how was another matter. The stolen box of 1,000 was part of a shipment of lOO.OOO blank checks received Jan. 27 and kepi in a storeroom in the welfare building. Jefferson said he as sumed that someone found the storeroom door open, stepped in and made off with the box. Even though the blanks were genuine, the state treasurer would not likely be fooled Into passing one of them, Jefferson said, be cause when properly made out Ihcy have IBM punch holes and a facsimile signature not easy to duplicate.
