Motion To Limit Capita! Sessions To 100 Days Defeated in The House SALEM (AP) The House de feated 32-26 Wednesday a bill to limit future legislative sessions to 100 days. Rep. Leon Davis, R Hillsboro. author of the bill, said it would save $140,000 if 20 days could be cut off the length of sessions. The 1959 session was 115 days, while the 128-day 1957 session set record of 128 days. Rep. Clarence Barton, D-Coos Bay, argued that it is the duty of the legislature to stay on the job until its woik is done, and that the hill would put the law makers ut.der severe pressure to get through. Republicans supported it 17-11, while Democrats voted 21-9 against it. Kill Bond Issue SALEM (AP) Legislation to issue $1 million worth of self- liquidating bonds to provide off sitreet parking at Portland State College was killed Wednesday by the Senate State and Federal Af fairs Committee. Chancellor John R. Richards of; the state System of Higher Educa tion said the "bill is no answer to the problem." He said it wouldn't provide enough money, and that install ing parking facilities would only encourage more students to drive their cars to school. Richards added that the board is studying the problem, and that it plans to develop a pilot parking! program within the urban renewal j area of Portland. Sen. Walter J. Pearson. D-Port-j land, committee chairman, said that the downtown college should i be rebuilt on less expensive property. Asks Name Change SALEM (AP)-A bill to change the name of Mid-Columbia Home at The Dalles to Columbia Park State Hospital was introduced Wednesday by Rep. Stafford Han sell, R Athena, at the request of the state Board of Control. The institution was a tubercu losis hospital until the 1959 legis lature changed it to a mental hospital. To Governor SALEM (API The House completed legislative ac tion Wednesday on a bill designed to save the Portland School Dis trict $100,000 by reducing the number of precincts from 850 lo 200 lor the coming school elec tion. The House action, which sends the bill to the governor, was on minor Senate amendments. Names Committee SALEM (API House Repub-I lican Leader F. F. Montgomery of Eugene Wednesday named a 12-membcr committee to study legislative reapportionment. The committee, with three men from each of the state's four con gressional districts, will hold its ifirst meeting Sunday. It must re ipoit to the House Republicans by March 15. Revenge Approved SALEM (API A House-passed bill to require that a $fi million r(rydock for the Port of Portland be built in Portland won the unan imous approval Wednesday of the Senate State and Federal Affairs Committee. Rep. pd Whelan. D-Portland. said the bill would accomplish that by giving a 10 per cent differ ential to contractors who would build it in Portland. Whelan said the bill's aim Is to get revenge against California and Washington. He said Oregon shipbuilders were not allowed to bid on ferry boats built for the stale of Wash ington, or on fish biology boats built by the state of California. The Port of Portland will call for bids Thursday on the big dry dock. Whelan also said the bill is aimed at preventing Japanese builders from getting the contract. He said he thought the 10 per cent differential was sufficient to insure its construction in Port land. He also said that Bethlehem Steel Co. is so anxious to build it in San Francisco that it would give the steel away for its construction. Need Defense SALEM i.AP'-Sen. Dan Thiel. D-Astoria, introduced a memorial Wednesday asking Congress to lo cate some defense installations in Oreeon.
