Vance Fri day criticized state laws which al low hundreds and possibly thou sands of schools, hotels and meet ing halls to be tirctraps. Vance, recently appointed to the fire marshal job, said: "We don't know what the: en tire school fire hazard situation is in the state. v "The state housing act (which sets up policing for hotels) is art-l liquated and archaic. "There are meeting halls all over the slate and they are an area of concern to us.". Lists 70 Schools Vance made public a revised list of about 70 schools which do! not comply with state regulations for fire safety but said there could be as many as 70 more in state jurisdiction area alone.' Under present law, he said, the fire marshal's office has jurisdic tion only over schools in unincor porated areas or areas wherei Field Mice Big Problem Along Line ' TULELAKE - Modoc agricul ture commissioners report follow ing a recent survey that an in festation of field mice has be come serious in an area adja cent io the Modoc-Siskiyou Coun ty line starting in the Frog Pond area and running north to the Newell Grain Growers Elevators. . This area shows an alarming number of the rodents. Ken Baghott, Tulelake farm adviser, urges all farmers to check ditch banks and fields. If the mouse population warrants poisoning farmers should contact the Modoc or Siskiyou agriculture commissioners offices for assist ance. Burning ditches will be of con siderable value in controlling mice. . Unless drastic action is taken the infestation could reach the disastrous proportions of one sev era! vears ago. , Quake Hits Desert Area BARSTOW, Calif. (UPI) - A sharp jolt, apparently from an earthquake, rocked the Mojave Desert area early Saturday, but no damage was reported by author ities. Law enforcement agencies in Fresno, Bokorsfield and Barstow reported either feeling the shock, or receiving telephone calls from sleepy residents who felt it. The tremor was not felt in Cal exico to the southeast of here, nor in' Needles, to the cast on the California-Arizona border. Scientists at the Berkeley '(Calit.) campus of the University of California said the temblor was recorded on its instruments and was greater than a 1957 earth quake which rocked San Fran cisco. 'Traps' there is no fire control district. This would not include large cuies. The 70 schools are similar in architectural structure to a Chi cago school that burned two years ago with great loss of life. They were inspected at the request of me legislature. 'Ordinarily we would have no occasion to inspect schools in the. state, Vance said. "But some times the local fire chief requests a survey by us." Asks for Legislation Vance called this a "weakness' in the law and said his agency woum support legislation to "es tablish a centra clearing point to let us know the over-all picture ol school fire hazard in Califor nia." In the case of meeting halls, Vance said, his agency recently nas tried to get together a list of the hundreds of halls around the state. "We've surveyed them all," he said, "and we have asked them how long it will take to bring tliem up to standards." Vance said the stale Division of Housing now has authority to ex amine hotels but "they don't have the facilities." Assemblyman Don R. Mulioid. R-Ookland, Thursday introduced legislation to establish a new hous ing commission with authority to set up regulations for hotel fire hazards. Chemical Skin Would Stop Water Waste BERKELEY (UPI)-A chemical "skin" for lakes and reservoirs may save billions of gallons of water in the West, according to a Stanford University professor. Joseph B. Franzini, associate professor of civij engineering, de scribed his experiments with substance called hexadecanol at the Pacific Southwest regional meeting of the American Geo physical Union Thursday. He said the substance was used on the surface of a 40-acre lake on the Stanford Campus, and it reduced the lake's evaporation as much as 18 per cent. . Franzini said the chemical forms an invisible film only one molecule thick on the water s sur face. It keeps the water in, but docs not keep out the oxygen needed by fish. Franzini said there wore dis advantages, which were being studied. He said waves break up the turn, so it presently is suitable only for use on reservoirs of rec ular shape with little wind. He said tiie film also seems to re duce the insect life,' which would result in less food for fish. Frat Supported By University In Race Hassle PALO ALTO, Calif. (UPD-The California attorney general and Stanford University officials and students rallied today behind a fraternity chapter that defied its national organization and refused to drop four members because they are Jews. National leaders of the frater nity. Alpha Tau Omega, were scheduled to call the Stanford chapter's offices on tho carpet Saturday in a closed hearing to consider whether to revoke their charter. ATO Chapter President Michael Kavanaugh said the 54 members had voted to a man to keep the Jewish' members. "Wo aren't trying to start crusade," Kavanaugh said. "We just think we ought to choose our members regardless of race, color or creed. State Atty. Gen. Stanley E Mosk praised Stanford ATO mem bers for "doing the right and moral thing." State Loses In Negligence Action SAN FRANCISCO (UPI) - The California Supreme Court has swept away the historic barriers that protected the state and its; agencies from being sued for neg ligence causing accidents. In a 5-2 decision Friday, the court ruled that the slate should not enjoy "sovereign immunity" from lawsuits, a premise that dates back to early English his tory when it was held that, "the king c&n do no wrong." The ruling came in the case o( Louisa C. Miskopf, who had tried to sue the Corning Hospital Dis trict in Butte County. She charged that negligence by I he hospital staff caused her to fall and suffer further injury to a broken hip. A Superior Court had refused her a trial because the hospital was a state agency. The Supreme Court Friday ordered in etfect that her case should go to trial The court decision was regard td by court observers as one of its most important of the past' quarter -century. They said thej ruling will open the way for mil lions of dollars worth of damage suits and may force state agencies to take out huge insur ance policies. Associate Justice Roger J. Game Commission Okas Introduction Of Species SAN FRANCISCO (UPI) - The California Fish and Game Com mission Friday adopted an elk held management plan in the Owens Valley of Inyo County and also set up a policy lo introduce non-nutive game into the state. Cattlemen in the Owens Valley have complained of growing range damage by a herd of Tula elk that has expanded from 5(i animals to 320. The latter figure is a Fish and Game Department estimate. Some sportsmen place the figure at 500. The commission decided to. maintain the herd at between 250: and 300 animals. Under the new elk policy the animals would be shot by groups of hunters who would be accom panied by game wardens lo des ignate the poorer animals as tar gets. The 250-300 figure was arrived at after disagreement as to the size of the herd. Sen. Charles Brown D-Sho- shone, called for a herd of 17S Tule elk. Fish and Game Director Walter Shannon noted that there are two other herds of Tule elk, one of 80 animals near Clear Lake and an other of 30, which is fenced in on Hie Tupman Range near Bakers field. (UPU- A tearful mother and an outraged district attorney drew contrasting portraits of Richard Allen Lind sey Friday, moments before he was sentenced to death for the kidnap-rape slaying of 6-year-old Rose Marie Riddle. 'When he was all right, when he wasn't like this, there was no human being under the sun bet ter than he, sobbed Mrs. I. A. Lindsey of Lubbock, Tex. She also told the court that before Lind sey became mentally disturbed he could be "kind, calm and con siderate." Kern County Disl. Ally. Kit Nelson demanded the death pen alty. He said that Lindsey was blight on society" and earlier had been given ample time fur rehabilitation. "He led a useless, dissolute life. with no respect for anybody's property." Nelson added. Lindsey sat impassive as Nel son used a motion picture and tape recording to describe graph ically how Rose Marie died. Hi remained silent and apparently unconcerned as- Dr. Robert W. Huntington Jr., pathologist at Kern County Hospital, testified as lo the 16 major blows received bv the girl whose ravished, blood stained body was found in a field 30 miles north of Shaftcr, Calif. Lindjoy and his wife, Dixie, 23. admitted they lured the girl from her home at a Shatter farm labor camp Jan. 12 with a promise of, $1 ior doing housework. The younger Mrs. Lindsey is expecting her fourth child. The couple was arrested Jan. 1! while sleeping in their auto near Livermoro, Calif. Mrs. Lindsey confessed her husband raped and killed the girl. Lindsey subsc quently claimed Mrs. Lindsey killed Rose Murie with a tire iron. He admitted Friday he struck and choked Ihe child. Nelson said he plans to use Lindsey as a witness against his wife when she goes lo court next Tuesdiiy.
