' The newspaper prefaced Its story with this note: "Lost: one bank with private accounts totaling more than $3 million and listed assets in ex cess of 4 million. Finder please contact anxious depositors in New York, Vermont, Mississippi. Flor ida, Europe and North Africa, or the New York Herald . Truune. Also in the story were reported excerpts from the bank s last old' cial contact with Its depositors a circular. It was dated Tangier, June 22, 1960, and said: . .... "We are moving to Panama. "Today. The Rules Committee decides which bills shall go to the House and in what order. Liberals have complained that their bills are blocked by the committee's Re- publicans and conservative Demo. crats. , i , Voting against the House lead ership's plan to boost the mem bership from 12 to 15 were Chair man Howard W. . Smith, D-Va., and Rep. William M. Colmer, D- Miss. The six other Democrats voted for the proposal. The only two Republicans assigned to the com mittee did not vote. Rep. B. Car. roll Reece, R-Tenn., is ill and Rep. Clarence J. Brown, R-Ohio arrived too late for the vote. There are two GOP vacancies. ' The resolution to boost the com mittee membership to 10 Demo crats and five 'Republicans is backed by Speaker Sam Rayburn of Texas and most Northern and Western Democrats. It is opposed heavily by Republicans and most Southern Democrats. It will be voted on by the House Thursday, with the outcome in doubt. Under the present committee setup of eight Democrats and four Republicans, control of leg islation clearing from standing committees to the House floor has been largely in the hands of the four Republicans and -Smith and Colmer. The planned increase would add two Democratic liberals, and theoretically at . least, give the liberals a voting edge of 8-7. Killer Let Train Cut Off His Arm FORT WORTH, Tex. (API- Mickey Covington, 33, a one-handed man, admitted today that be is the slayer of Fort Worth druggist J. Homer Morrison, ,and said that in horror at the deed he later let freight train run over his right arm. Covington, who said he was a former mental patient, quoted the Bible to explain his self-mangling: "And If thy right hand offend thee, cut it off." As he murmured the words he looked at the stump of his right arm, off four inches below the elbow. ..... Covington told two detectives and StarrTelegram reporter Phil Record how he killed Morrison Nov. 17, 1959. Morrison was shot to death in the rear of his store. His wife was! pistol-whipped by the would-be robber who approached them as they sat huddled about a stove watching TV. "I didn't mean to kill him, I was only doing what I was told to," Covington told detectives Dave Latham and Willie Taylor. His instructions, Covington claimed, came from two Fort Worth police characters one of whom is now in prison,. The other is widely sought for jumping bond on a burglary charge.
