Hatfield Says Welfare Move Executive Function PORTLAND (AP) Gov. Mark 0. Hatfield in a television appear ance Sunday described an effort to; "halt the move of the Public Welfare Commission headquarters from Portland to Salem as legis lative interference. ' ;The move, which he has ordered foW spring, is an executive func tion, the governor said on the pro gram Viewpoint (KGW-TV). . And he added without qualifi cation, "We're going to move it to Salem." bill by Rep. Grace Peck, D Portland, is intended to keep thel headquarters in Portland. Hat field could veto it if passed. Asked to comment on a state ment by Sen. Walter Pearson, D- Portland, that such a velo might bring legislative reprisal in other ways, Hatfield said it sounded like political blackmail. Disarm Conference Posed By Senator Morse Compared with the other con tinents, North America ranks third in size, with Asia and Africa be ing larger. ' FOREST GROVE (AP) - A disarmament conference between Russia and the United States, held under United Nations auspices, offers the best hope of success, Sen. Wayne L. Morse, D-Ore., said Monday. Morse, speaking at a special assembly of Pacific University students, said in his prepared re marks that this country never has walked out of a disarmament con ference, and Russia has. It would be far more difficult, he said, for Russia to walk out again if the conference were under UN auspices and the president or secretary general of the UN were presiding. . Morse said he had learned through his work as a delegate to the United Nations that, many countries which do not have nu clear weapons are displeased over failure of Russia and the Western powers to get together because they see no future hope without that.
