Phillips, and Earl Kurtz visited Aerojet to get in formation which will help Oregon Tech establish its thrust propul sion program. The group visited the labora tories where they calibrate the instruments used in testing rock ets. Incidentally, four fall-term OTI graduate:, reported for duty in that department on the same day. "The control room for testing a rocket is jammed full of elec trical measuring devices," Meier stated, "and we had the oppor tunity to view everything that Eoes on on a rocket stand throuch a closed TV system." The main I job of an electronic technician at Aerojet is to maintain, install, operate and calibrate all of the instruments used in that labora tory. Purvine mentioned the fact that attitudes toward a job well done! are one of the most important requirements for these technicians and that this was mentioned in every department visited. It is pos sible that one wire improperly in stalled may cost up to a million dollars. Two new courses at Oregon Tech will be included in the next catalog as a result of. these dis cussions; one will be an electron ics course in rocket test instru mentation and the other a me chanical course in mechanical testing and calibrating in the area of linear measurement. It will be our purpose," Pur vine stated, "to establish these courses .in a way that will give students the quality and level of training required for these posi- ions. President Is Adamant On Records WASHINGTON (AP) - In the closing days of his administration, President Eisenhower has taken a strong stand on refusing to turn over documents demanded by ai House subcommittee investigating! foreign aid.. It is a stand the President often has taken before, but this time he had to contend with a provis ion Congress wrote into the act that created the inspector gen eral's office in the State Depart ment. The provision said that all funds for the inspector general's office, set up in 1959 to check on foreign aid operations, would be stopped if the office refused to turn over documents requested by Congress. The 90 persons working in that office were shifted to other posi tions when the House subcommit tee invoked the law Dec. 8 and shut off operating funds through the comptroller general, an arm of Congress. Eisenhower repeated Friday that to turn over the documents would be an invasion of executive privilege and contrary to the na tional interest. And he ordered the secretary of the treasury to direct that un til Eisenhower's term expires Jan. 20, the treasury should write checks to cover the pay of the employes of the inspector gen eral's office. He ordered the treas ury to ignore the comptroller gen eral on the matter. The House subcommittee on for eign operations, under the chair manship of Rep. (API-Scientists at the University of Mich igan warn that airplane disasters can be expected to continue and increase unless a massive pro gram to improve air traffic con trol is launched. . Their . warning came Friday with the announcement of an in dependent study of the problem by the university's Institute of Science and Technology. Dr. Gustave Rabson said some immediate improvements in the present control system are possi ble but that long-range research on a national scale is vital. Announcement of the univer sity's study came a week after the airliners collided over- New York City, killing 136 persons in his tory's worst air disaster. Robert F. Lyjak, who will work on the Michigan study, noted the public design for today's air traf fic control system was estab lished in 1938 when only 29,000 planes were in the air and few flew faster than ISO miles per hour. Today, he said, "more than 109,000 planes use the same air space, and many are flying faster than 300 miles per hour."
