The department's dairy research and marketing advisory commit tee said presently available testing methods are not fast enough to be practical in the fast-moving milk marketing system. The search for an improved testing system was spurred by the Food , Drug Administration's campaign, launched last year, to put teeth into enforcement of its regulations banning the presence of pesticide residues in milk. The ban extends even to small traces of some common agricul tural pest-control materials which are regarded as safe when found on other foods. FDA has taken the position, on the advice of some medical au thorities, that no residues at all should be permitted in milk be cause it occupies a special place in the diets of infants and elderly people. Milk and other dairy products which contain pesticide residues when they are shipped in inter state commerce are subject to seizure by federal agents. Develop ment of a fast, practical test will enable dairies to detect residues in raw milk picked up from farms before the milk was mixed into general supplies for bottling or processing. Agriculture Secretary Ezra T. Benson made a plea Wednesday that "a kind of Providence (will) give our new leaders. ..vision and courage." Benson said in his prayer for help for the Kennedy administrar lion that "We sorely need the blessing of almighty God in the halls of government, in our homes, in our offices, factories, and shops, and on the farms.'' Then, seconds later, he warned again: "A target about two miles off at 2 o'clock." The pilot, Capt. David Wollman, acknowledged both times. The radarman noted that both blips on his screen then seemed to merge and pursued a straight line. A second blip fell off in "a slight right hook and disappeared." What the operator apparently had seen on his screen although he didn't know it at the time was history's worst aviation dis 1 aster. For the plane he had warned was a Trans World Airlines Con stellation heading for La Guardia. The blip approaching the TWA propeller-driven craft at 3 o'clock, or off his starboard wing, was a United Air Lines DC8 jet liner. The merging of the blips colli sion. The jet, mortally wounded, crashed into a residential area in Brooklyn. The stricken TWA plane came down on Staten Island. The disaster last Friday took at least J35 lives of passengers and Brook lyn residents. Gen. Elwood R. Quesada, Fed' eral Aviation Agency administra tor, said Monday in Washington that the jet was 11 miles from where it should have been when it collided with the TWA plane. Quesada said he had informed President Eisenhower of this, add ing that he also had told the Presi dent one of two electronic naviga tion aids aboard the DC8 was out of commission at the time. But this should not' have caused the jet plane to stray from its course, and it should not have been over Staten Island when the collision occurred, he said.
