Kennedy's top appointees will face the same kind of conflict-of-interest in quiries as those of President Eisenhower, Mansfield, slated to become the Senate majority leader, said he hopes the new Congress will write 'a reasonable set 01 rules to eliminate barriers he said now cause some men to reject govern ment service. Among these barriers, he indi cated, is the requirement that cer tain Cabinet officers divest them selves of stock and business hold ings before the Senate will con firm their nominations. To keep the matter from be coming involved in political con troversy we are going to have to aoolv the same rules to tne new nresident'8 appointees as those which governed President Eisen hower's nominations," Mansfield said in an interview. "But after we have confirmed Cabinet members and other high officials I hope Congress will bring in some new rules on conflict-ot- interest that will eliminate some of the provisions that are unfair to nominees. ' . , We should have a reasonable set of rules under which gooa men. reeardless of their wealth or lack of it, could be brought into the government." In 1953 the Senate required Charles E. Wilson to divest him self of his General Motors stock before it would agree to confirm his appointment as secretary of Defense. Wilson was tne neaa oi General Motors at the time. Under Mansfield's edict, the same rule would apply to any big business man chosen by Kennedy for that post. Robert S. McNama ra, Ford Motor Co., president, has been among those mentioned for the Defense post. Kennedy bid down the rule dur ing the campaign that no federal appointee could have "any finan cial interest" in a business enter prise dealing with the Kovernment. This is of vital concern lor tne legislators. It affects the division of the state into districts for the election of legislators. This is ex pected to be a hot issue in the coming session. - The report by Dr. Warren Kal- back,, director of the state Board of Census, showed major gains in three areas: The Portland metropolitan area of Clackamas, Multnomah and Washington counties; the Willam ette Valley, area of Benton, Hood River, Lane, Linn, Marion, Polk and Yamhill counties; and the southwest trea ' of Coos, Curry, Douglas, Jackson and Josephine counties, in - There was a loss in the north west census area of Clatsop, Columbia, Lincoln and Tillamook, although Lincoln and Tillamook actually showed increases. Eastern Oregon showed a slight gain, in overall population but a decline in its proportion .of the state's population. There were losses in Grant, Malheur, Wallowa and Wheeler counties.
