Office of Kducation for discussion at a Conference attended by leaders of 100 educational organizations. The conference was called by Arthur S. Flcmminu, secretary of health, education and welfare. Klemmins emphasized to report ers that the Olfice of Education report was simply a "basis for discussion" at the conference, and did not necessarily reflect admin istration thinking. Professional Appraisal However. Dr. Lawrence G. Der thick, commissioner of education, described Hie report in a foreward as "a professional appraisal of the laclual situation'' facing Americans in Iheii attempt to jhuild and maintain an adequate public school system. The report said it is "essential" to national survival that "a sub stantial improvement in the qual ity of American education be brought about in the decado ahead." With the nation locked in a life-or-dcath technological race with Hussia, the report said, it is a imaltcr of "tearful urgency" to overcome the classroom and teacher shortages now plaguing public schools.
