New Sugar Law Planned As Weapon Against Fidel and eastern U.S. refineries wanted a surer source of supply. Guild Pays For Surgery PORTLAND (AP) Tie $13 517 hospital bill for Siamese twins separajfd in a lengthy op eration last fall was paid by the Doernbccher Children's Hospital Guild, a charitable organization which for many years has under written medical care for children. It presented a check Wednesda to the University of Oregon Medi cal School Hospital. The guild said the bill for Denett Stubblefield's 170 days in the hospital was $3,965. The 232- day stay in the hospital of her sit ter, Jeanett, cost $9,552. The surgeons who separated the twins, daughters of Mr. and Mrs. James Stubblefield, donated their services. The twins have left the hospital and are at the family's farm home near Parma, Idaho. Reds In Control Of 12,000 Miles NEW DKLHI (AP) - Prime Minister Nehru today said Chi nese Communists are occupying 12.000 square miles of border ter ritory claimed by India. Nehru's statement, prompted by a question in Parliament, was the first official disclosure of the area controlled by the Chinese since the border dispute with Peiping broke out. WASHINGTON (AP) - Rep Harold D. Cooley (D-NC) said to day the administration apparently plans to ask for a new sugar law which he said could be a "weapon of reprisal" against Cuba's Prime Minister Fidel Castro. Administration sources con firmed that some changes, which Cooley opposes are included in a bill they intend to submit next week to the House Agriculture Committee, which Cooley heads. But they denied the administra tion measure is designed as. a club against Cuba, which reaps a 150 million dollars yearly bonus under present law. They said their bill is merited for agricul tural reasons, and would hot hurt .Cuba. Sugar legislation is an especial ly hot issue this year because of (.astro s auacKs on me united States and seizure of American- owned property in Cuba. Some congressmen see the sugar bill as a golden chance to hit back at Castro. President Eisenhower has declared against retaliation. Cooley spoke to a newsman aft' er conferring late Wednesday with Under Secretary of Agriculture True D. Morse and other officials on administration plans. Earlier, Secretary of State Christian A. Herter told his news conference that the administra. lion had not completed its sugar plan. "As you know, Herter said "the President has said we are not going to lake countermeas ures."
