The vice president's mother, ob serving her 75th birthday Monday, also received telephoned congrat ulations from him and from an other son. Navy Lt. Edward Nix on, who is stationed in Florida. Later she was honored at a party in the Whittier home of her third son, F. Donald Nixon. Mrs Nixon lives in nearby La Habra Demos Rebuff Brown; Mull Tax-Cut Measures SACRAMENTO l'PI - Senate Democrats sent 24 million dollars in tax cut bills to the Senate Moor today, rebuffing Democratic Gov. Edmund G. Brown. The governor said last month that any tax cuts this year would be "irresponsibility" and "callous disregard" for the slate's finan cial health. But Monday the Senate Revenue and Taxation Committee, with six Democratic and two Republican members present, approved (our tax reduction bills, starting them on their way through the Legisla lure. They would: Remove the four per cent sales tax from all medicines, prescrip tion drugs and medical devices such as eyeglasses, false teeth, false limbs, trusses, etc. The bill, authored by Sen. John F. McCarthy (R-San Rafael I. would save the average family $2.o0 a year in sales taxes. It would cost the state 15 million dollars in lost revenue and city and county governments about four million dollars. Remove the sales tax from only prescription drugs and the medi cal devices. This "more austere" bill by Sen. Stanford C. Shaw (D-Ontar-io), would cost the slate $8,900.- 000 in lost revenues and cities and counties $2,225,000. It would save the average family about (1 a year. Cut slate income taxes by about four million dollars a year by: Permitting surviving spouses to file joint returns for two years, permitting deductions of up to WOO a year for baby sitting, in cluding charges to be deducted, permitting charity deductions up to 30 per cent instead of 20 per cent and giving benefits affecting the aged and sick. Bring bank and corporation tax es into closer conformity with federal law on such features as depletion allowances and unit rule on depletion of oil and gas property at a revenue loss of one million dollars a year to the state. Only one audible "no" vote was heard in the vote on the income and corporation lax measures. No opposing votes were heard on the vote for approval of the two sales tax hills. The actior came after Sen. Hugh M. Burns (D-Fresno), pres ident pro tempore of the Senate, attempted to have the vote postponed. "I think we are getting a little ahead of ourselves in adopting tax reduction bills at this time," lie said. "With prejudice, wouldn't it be in order to put them over at least until the budget is in shape?" Sen. Donald L. Grunsky IR-Wat-sonviSbi disagreed. "Tift gover nor has the last say anyway," he said. "He can either blue pen cil the budget or veto the tax cuts." While the bills were being ar gued in committee, another tax cut measure went into the Senate hopper. Sen. John F. Thompson iR-San Josel introduced a bill Kvhich would exeniia candy from the sales tax by lasbling it as "food product." In the committee, the tax cuts were opposed by Robert E. Mc Kay of the California Teachers Association and Richard Carpen ter of the League of California Cities. McKay said the CTA's opposi tion was not aimed directly at the bills at hand but toward "the broad field of tax reduction." He said the CTA was against "any material reduction in the ability of the state to meet its present and future financial obligations If you pass these bills you should look at the tax structure in the next year or so and make up the loss. Experts Perolexed WASHINGTON tAP) - Why does the U.S. Senate use the word cloture instead of closure, which means the same thing? Senate parliamentary experts say they don't know. Cloture was originally a French word. In parliamentary usage, it means a method of closing out debate and getting a vote on an issue. Under present Senate rules, cloture can be put into effect by a vote of two-thirds of those pres ent and voting. The British call it closure. It was introduced in 1882 into the House of Commons where it is done by a motion that "the ques tion be now put."
