McDonald, charged with part in the Portland newspaper strike truck bombing, said his attorneys will atk a criminal con tempt citation against The Ore- onian and Multnomah County Sheriff Francis Lambert. McDonald told a news confer tnee Monday h i s attorneys planned to file a motion for the citations against Lambert and The Oregonian Publishing Co. in Mult nomah County Circuit Court. M. J. Frey, publisher o( The Orcgonian, . termed McDonald's charges ludicrous, without merit, and transparent frauds. Lambert was out of town and could not be reached for comment. Attorneys for McDonald also were scheduled to argue today a motion to throw out, on the rounds it Is faulty, a charge of damage to property by explosives returned against .McDonald by the Multnomah County Grand Jury. McDonald also was scheduled to appear later in the day for ar raignment on a similar charge brought by the Clackamas County Grand Jury. McDonald said the way in which he was arrested Feb. If, held in communicado and not told the charges against him and the release to the press of statements by his accusers prior to grant! jury hearings violated the law Because of this, he said, he was asking the contempt citations, McDonald was arrested at his home the night of Feb. 11 after four men arrested earlier signed statements admitting the dynamit ing of 10 trucks that hauled for the struck newspapers, The Orc gonian and The Oregon Journal. The four men said McDonald paid (hem to blowup the trucks, six in Oregon City and four in Portland, the night of Jan. 31. "I would like to stale now that in all good conscience and faith I am innocent," McDonald said McDonald, 51, was a member of the negotiating committee of the Stereotypers Union, which struck the newspapers Nov. 10. He worked before the strike at The Orcgonian. inc dynamiting, rrcy said in commenting on McDonald's news conference, was an event of great public concern and the news papers covered the same facts as all other news media. I his Is only the beginning of a training program expansion to meet the manpower demands arising out the rapid upbuilding of the undersea service, including the new Polaris missile fleet, officials said today. They are unable to predict now how many men and officers for A-powcred submarines may be needed in the next half dozen years. However, lop Navy officials cur rently talk of an eventual fleet of 40 or more Polaris subs. In addi tion to these Fleet Ballistic Mis- ;ile (FBMl submarines, the Navy will continue the steady replace ment of its conventionally pow ered, World War II design sub mersibles with nuclear-driven sub marines designed for the dual purpose of attack and anti sub marine work. These combined programs the FBMs and the attack submarines - apparently could mean that between 15,000 and 20,000 officers and enlisted men might have to lie trained for the highly special ized handling of atomic-powered submarines in, the. next five or six years. The vastly increased technology demanded for nuclear submarines makes the new training problem correspondingly complex. On the other hand, a substantial portion of those to be trained for A-sub duly will have had conventional submarine experience. Nevertheless, almost six months of specialized schooling is re quired in primary courses for en listed men and non-commissioned officers, in addition to advanced technological courses for many of them. ' The Navy has four schools in operation or getting ready to operate. Equipment maintenance training is carried on at installa tions operated by four manufac turers of atomic submarine equip nicnt. Submarine navigation and missile launching training is in the program at the Dam Neck, Va., Navy installation. Team training, where men are taught to operate in groups, is conducted at the New London, Conn., submarine ichool: at Charleston. S.C.. and Vallcjo, Calif. Training in the actual oneration of nuclear submarine is, of course, conducted on the submarines. Until recently, officers enterine the submarine service had to ipend at least a year in surface ships before going into the New London submarine school. Now the Navy accepts up to 50 grad uates annually directly from the Naval Academy for submarine schooling. The old fleet-tvoe submarines have a complement of between 80 nd 90 men. Their atomic-Dowered counterparts have room for about too and the Polaris submarines have about 100 men aboard.
