Procurement Policies Rapped By Jersey Man By ELMER C. WALZER UPI Financial Editor NEW YORK (UPI) The U.S. Government insists when it asks for bids for supplies there must be at least two sources seeking the contract. This brings in complications when a concern has an exclusive patented device and tries to get a government contract. In that case there , could be only one bidder. George Pandapas, founder and president of Electro Tec Corp. of South Hackcnsack, N.J., has run into just that predicament. Pandapas holds that the govern ment looks with favor on only one kind of monopoly the legal monopoly over a production idea or a process that is granted to an individual or corporation by issuance of a patent. "It seems incongruous," he says, "that the procurement poli cies of the same government that grants patents should be in direct conflict with this system of pro tection. "Surely the fact that a develop mentwhether a better slip ring or the proverbial mousetrap is worthy of a patent is indicative of a certain measure of superiority. "It is a sad and somewhat dis couraging fact that government procurement policies are such that all too often the proprietary, pat ented product is shunned simply because it is proprietary and pat ented." Breaks Leg Ronnie Eugene Reeves, 9-month old son of Mr. and Mrs. Lcland Reeves, 2622 Turnage, was admit ted to Klamath Valley Hospital Tuesday for treatment of a broken left leg. The child's parents told hospital attendants the baby had rolled from a bed at the family home. (AP) - A Hills borough County man, who killed a deer out of season, has been given until April 1 to replace it with four live doe or go to jail for 60 days. Judge L. A. Grayson of Crimin al Court handed down the unusual sentence Monday alter levying a $500 fine against Harold Edwards 55. There are others in the field but their product differs in perform ance from Electro Tec's. A slip ring, as Pandapas ex plains it, is a precision rotary con ductor of electricity between a moving part and a stationary one, without which no U.S. missile would ever leave its pad." Pandapas has asked for a con gressional investigation of what he calls "policies, dangerous and de leterious to the work of our sci entists in probing outer space and developing space programs." Electro Tec was founded in 1945 by Pandapas on 450 square feet of space in Little Ferry, New Jer sey, as an electroplating shop. He spent five years perfecting his slip ring which now is the company's major project. The business has grown to where it now operates three plants South Hackensack, New Jersey, Blacksburg, Virginia, and Ormond Beach, Florida. Pandapas esti mates his 1959 volume in excess of five million dollars." The company's rings vary In size from less than one-sixteenth inch to more than 16 feet with as many as 300 circuits. Manufacture of these complicat ed instruments, used especially in space vehicles, involves use of pure gold and pure silver. The company is working on two separate million dollar contracts for the rings from General Mo tors and Raytheon. Pandapas says his Greek name means always going and he feels that could just about de scribe U.S. space vehicles if only the procurement policies of the de fense department could be modi fied to give more liberal considera tion to patented proprietary products. Wayne Morse (D-Ore.) has called for a congressional investigation of the Portland, Ore., newspaper strike. Morse charged in a Senate speech Monday that the Portland Oregonian and the Oregon Jour nal had employed "professional strikebreakers to put out a com- bined edition in attempts to break the strike, which started early last November. He introduced a resolution call ing for the Senate . Labor and Public Welfare Committee to "ex amine and investigate and make a complete study" of the Portland strike and other newspaper indus try labor-management disputes.
