Income Tax Facts By RICHARD A. MULLENS Written for NEA Service Missing work in 159 on account of sickness or injury may have been a tough blow for you, but it may have made you eligible for a tax break on your 195U return . If your employer has a plan or agreement with his employes that he will continue to pay them dur ing absences on account of sick ness or injury and, during l'J3J you received pay under such a plan for the period you were ab sent from work on account of in jury, then you can subtract from income so much of I his pay as does not exceed a weekly rate of . If you were paid while absent on account of sickness, you can subtract so much of this pay as does not exceed $100 per week alter you have been sick for one full week. But, if your illness is such that you are hospitalized at least one day during the illness, you can subtract up to $100 per week of this pay from the first day of ab sence. The exclusion for sick pay can not be claimed on Form 1040A. You must use Form 1040 or 1040W, each of which has a line on page 1 for deducting excludable sick pay, and a statement must be at tached to the return showing the compulation of the amount deduct ed. Most employers, how ever, do not supply such state ments because to do so requires the employer to set up and keep uetailcd records. In such cases, it is up to the the employe to make the computation of the amount deductible and to prepare tha statement which must be at lached to the return. The easiest way to prepare the statement is to got a copy of Form 2440 from any Internal Rev enue office. This form, when filled out, will show (he amount of the sick pay exclusion to deduct on pae 1 of the return. An example may help under stand' how this tax benefit works. Suppose you were absent from work on account of sickness for 10 consecutive days and your em ployer paid you $140 for this pe riod, as he had agreed to do as one of your working benefits. If you were not hospitalized dur ing the absence, you can sublract pay for only the last three days, or $42 (3 times $14 equals $42). If you were hospitalized for one or more of the 10 days, you could subtract the entire $140, since your rate of pay is less than $100 per week. One thing to bear in mind about the sick pay exclusion is this: it only applies to amounts which have been included in your in come shown on Form W-2. Thomas Sarsfield Power, who car ries the awesome responsibility of running the Strategic Air Com mand, has found himself at odds with the top men in the Pentagon more than once. The personality of this ramrod, stopwatch, spit-and-polish. f o u r star general makes it a distinct possibility it could happen again. Power's latest disagreement was with Secretary of Defense Thomas S. Gates Jr. in a New York speech last month. Power said that without an ample mis sile warning system-,- a surprise attack by 300 Soviet missiles could virtually wipe out in 30 min utes America's bomber and mis sile retaliatory force. This is the Mart Supposed To Rise, But Fell Flat On Face By ELMER C. WALZER NEW YORK (UPD-The stock market was supposed to rise in January. Instead it fell flat on its face. It's supposed to fall in February. Instead, it may rise That's the way Wall Street talks just now. But there isn't too much enthusiasm to indicate the market will continue strong through the month. However, market men know that the market never docs what t's supposed to do. Also that each operation is different from the one which preceded. Hence there's no saying that because the market did this or that this year, it will repeat itseii next year. Take January, for example That's a month where there are more often gains than losses 11 against 23 in the past 64 years have been gainers in the indus trial section. This year the mar ket for this group in January broke by 56.74 points, the second widest monthly point decline in history. The widest was in Octo ber, 1029, when industrials fell 69.94. This year's decline in January amounted to only a little more than 8 per cent. The one in Oct 1929 showed a drop of 20 per cent. Industrial shares in February in the past have fallen 35 times and risen 28 in the month, while the railroad record has been 27 gains and 36 losses. He advocates keeping some bombers in the air at all times to avoid such a sneak attack. Gates, justifying the administra tion's defense budget before a con grcssional committee, said he and the Joint Chiefs of Staff consider Power's estimate unrealistic. He carefully avoided any personal criticism of Power. Tuesday Power had a chance to back down if he wished. His reply to a Senate committee was typical. He said, "I still stand behind my New York speech." Power had a disagreement last year with Gates' predecessor Neil H. McEIroy. Power had written a book called "Design For Survival." Copies of points; in 1957 14.54 points, and in 1956 it gained 12.91 points. There were only three other limes when the February average moved beyond a 10-point change. These were in 1931 when the average gained 22.11 points; in 1946 when it lost 14.56 points and in 1952 when it lost 10.61 points. There was a 9',i point drop in February 1933 but aside from that and the others mentioned above, the February changes held to relatively narrow limits. It is an interesting fact that the industrial average has had a net change of 30 points or more in the past in only 15 of the 3: months back to 1929. Of these changes, four were higher and 11 lower. There were five of these wide changes in 1929 June when the average rose 36.38 points; August when it rose 32.63 points; Sep tember when it fell 36.88 points October, down 69.94; and Nov, off 34.56. There were two wide monthly declines in 1930 June when in dustrials fell 48.73 points or 18 per cent and September when they declined 35.52 points. The biggest percentage decline of all came in September 1931 when the industrial average fell 42.80 points. That was a drop of 31 per cent since it came from a low figure 139.41 down to 96.61. The other big January declines 30 points or more came March 1938, May 1940; November 1954; May 1956; July 1959; Sep tember 1959; and January 1 February this year will have exactly the same number of trading days as January 20. The equality is brought about through the fact that the month has 29 days for Leap Year. There will be no holiday on Feb. 12 Friday since Lincoln's Birthday has been discontinued as a stock exchange holiday. Last year while the industrial average rose 19.85 points in the months of January and February, the Standard & Poor's 500-stock index rose only 0.20 point. That meant the other parts of the market failed to follow the in dustrial rise. The 1959 market early in the year saw a rise in the blue chips. Some of it became public McEIroy put a Pentagon lid on the book and refused permission for it to be published. His only explanation was that it was in appropriate for a major comman der on active duty to write a book about his current area of com mand. Power, 55, has been called "tense," "overly ambitious,' "dour" and "grim." He also was called exactly the right man to take over command of the Strategic Air Command in 1957 from Gen. Curtis LeMay Power had served as LeMay's right arm at SAC for almost six years, then look charge in 1954 of the Air Research and Develop ment Command, which at that time was developing the Atlas and Titan long-range missiles. Power hates to waste time or words. He despises sloppy dress and is always immaculate him self. When he is scheduled to go somewhere in his staff plane, he pulls up in his command car at precisely one minute before de parture time. When he steps from the car the starboard engine is started. As he climbs up the ramp the port engine is started. Ex actly on time he slips into the pilot's seat and shoves off. If any one in the party is 30 seconds late he gets left behind. Power is said to have piloted every type of military plane from the trainers of the 1920s to the massive B58 bomber.
