MULLENS Written, for NEA Service The old game of trying to pad an expense account so that an eagle-eyed boss would not catch personal item hidden in it took on a new slant when income taxes became so high. The game was to get a tax break by charging personal items such as Florida vacations for pleasure to an expense account. This wasn't too difficult if the company was mall and there was no independ ent boss to check on expense ac counts. To crack down on expense ac count abuses, the Internal Revenue Service drew up some new rules which went into effect last year The first step in applying these rules is to determine which of the following two categories you are in: Employes who were required to and did submit an expense ac count voucher or other account ing to their employers which list ed their business expenses. Employes who were not required to or did not account to their employer for business expenses. If you fall in the second cate gory, then you must file on Form M40W or Form 1040 and you must attach thereto a statement show ing: 1. The tola! of all amounts re ceived as advances or reimburse ments, including amounts direct ly or indirectly charged to the employer through the use of credit cards; and 2. Your occupation, the number of days away from home on busi ness, and the total amount of busi ness expenses paid or incurred in 1959. The expenses must be brok en down into broad classifications like transportation, meals and lodging away from home over night, entertainment expenses, and other business expenses. State Solon To Run Again WASHINGTON (AP) Doctors have told Sen. Richard Neuberger (D-Ore) there is "no reason why he could not run for reelection," the senator's office here said Tuesday. In an announcement, Neuberg- er's office said physicians had told the senator "his future life should be carefully regulated to avoid excessive fatigue." Extensive and recent examina tions in Portland "indicated no evidence of recurrence of the malignancy for which Neuberger underwent surgery in August of; 1958, or any other serious develop ments," the announcement said. It added that Neuberger had been suffering from fatigue and lowered resistance, brought on mainly by the fact that he has had no vacation or prolonged rest since his surgery and treatment for cancer nearly two years ago. If the employer's payments to you exceeded your business ex penses, the excess must be re ported as income on page 1 of Form 1040 or 1040W. If your ex penses exceeded the employer's payments, the excess may be de ducted as provided on page 6 of the 1040 instructions and page 3 of the 1040W instructions. The above rules do not apply to employes who are required to sub mit detailed expense accounts to their employers and receive only enough to cover their expenses It is not necessary for such era ployes to attach any statement or list their business expenses on the return, and they are free to use either of the three return forms, Where reimbursements exceed expenses, Form 1040 or 1040W must be filed and the excess must be included in the employe's income If expenses exceed the reimburs- ments and the employe wants to deduct the excess, he must sub mit with his return the informa lion specified in paragraphs 1 and 2, above, relating to employes in the second category and he must file on Form 1040 or 1040W To "account to your employer' means to give the boss a detailed written report of your expendi tures. However, detailed reports are not needed if your employer gives you not more than $15 per day for living expenses and not more than 12'ic per mile for travel in the U.S. If you are related to your employer, you may have to move your expenses- to Internal Revenue even though you do "ac count to your employer.
