UPD The old man with the white hair and Ice-blue eves cazed oul his kitch en window. A drizzly rain and sleely overcast shrouded a pan oramic view of San Francisco Eay and he remarked, "it wa: day like this." The day was Christmas, 1!U1 and Fleet Adm. Chester W. Nim itz recalled today that for him it was the lowest point of World War II. A flying boat had just brought Nimitz to Pearl Harbor where he had been ordered to take com mand of the U.S. Pacific Fleet shattered by the Japanese attack 18 days before. The Texas-born admiral stepped out of the plane into small boat. "A half inch of oil coaled the water." Nimitz recalled. "You couldn't sit down because it had slopped into the boat." The admiral noticed scores of Appeal Lost ByUOfO PORTLAND (AP) The state Board of Higher Education Tues day formally granted Oregon State College the right to olfer majors in humanities and social sciences. This made final a preliminary decision the board reached last fall. The action, fought by the University of Oregon, contained restrictions. The decision permits OSC to offer a bachelor of arts degree in humanities and a bachelor of arts or bachelor of science in social sciences. Each is a broad, gener alized major without more specialized departmental majors. The board also will require ot students seeking the new degrees a strong minor in a scientific or technical field, It also ruled that no more than 36 hours of credit toward graduation will be allowed for study in any single subject area in humanities or social science. The board also called for bids on a project, to cost an estimated $290,000, that will double the size of the OSC student health build ing. Ban Seen On Lipsticks WASHINGTON fAP) Some of the lipstick shades women use to prettify themselves may not be on the market after Feb. 1 unless Congress acts. Secretary of Welfare Arthur S. Flemming asked Congress Tues day to change the law to permit continued use of some substances which give lipstick their color. He told the House Commerce Committee there is no question of lipstick posing a cancer danger, but that in large quantities some colors used in lipstick can cause liver and spleen damage in test animals. As a result of such findings, he said, the government had to take action lo bar 17 lipstick colors. Flemming was the first witness at hearings on proposals to give the government broad new author ity to regulate use ot food, drug and cosmetic additives. He renewed his appeal for ex tending to color additives the anti cancer provision that now applies to food additives. I'm looking forward the end of it," he said in an interview with United Press International. Nimitz has not retired. He is listed as special assistant to the Secretary of the Navy and has an oltice in the federal office building in San Francisco, al though he has no set duties. He and his wile, Catherine, live in their memento-filled home high in the Berkeley hills. A third member of the household a small, long-haired dog ol indeterminate parentage named Eiyna short for dynamo or dynamite. The Nimitz's four children arc scattered across the country. Catherine Vance is married to Navy Capt. James T. 'Lay, Ar lington, Va.; Chester W. Jr.; is retired Navy rear admiral liv ing in Houston, Tex.; and Anne Elizabeth works with Rand Cor poration, Santa Monica, Calif. Nimitz, an erect six-footer. notes that his weight today, 175 pounds, is just about what it was in 1004 when he stroked the Naval Academy crew. He keeps fit by trying to "be moderate in input of food and drink." His principal exercise is horseshoes ("as highly standard ized as golf") and walking ("but it's hard to find people to walk with anymore. ) Views On Today's Navy The admiral has definite ideas on today's Navy: Alissilcs "When it comes to missiles I'm somewhat in the geographical center of Missouri. You still have to find a carrier to hit it with a missile. Two miles from the target of a fast moving carrier is not good enough. But as long as the Rus sians are building them we must also." Russian submarine fleet "It is a serious threat with 450-500 subs all around the world. The Ger mans had less than 20 at the start of World War I and about 57 at the start of World War II." American suits "We have a very fine nucleus for a sub marine fleet and I think wo got the jump on the Russians on nuclear-powered subs. We also have a large number of World War II subs in mothballs. And we have the men to man them." Carriers "Romhers trying to attack carriers will be duck soup for the carrier's fighters." Centralized military service "I would oppose a central service and I don't think there ever will be one. 11 would make a too unwieldy force lo handle and would destroy the esprit de corps of the various services. 1 believe in the Joint Chiefs of Staff sys tem." Opening the Republican cam paign this cleclion year, the Presi dent fired that reply Wednesday night at Democratic critics who have been contending that: 1. The Soviet Union has pulled alongside or ahead of America in military might. 2. Eisenhower administration policies during the last seven years have stunted the nation s economic growth. Addressing GOP fund - raising rallies held simultaneously in more than 80 cities across the country, Eisenhower asserted: Because of our insistence upon adequacy and efficiency, militarily and economically our country is, over-all, the strongest power on earth. Eisenhower got big ovations when he was introduced and when Superintendent Closes Rooms ECLECTR1C, Ala. (AP) All school lunchrooms in Elmore County have been closed because uf an outbreak of infectious hepa- tilitis, a liver infection commonly called jaundice. School Supt. Ross McQueen said 02 cases had been reported in the county. The lunchrooms were or dered closed indefinitely Wednes day. A state health official said about 300 first and second grade pupils will he vaccinated against the contagious disease. Many politicians, he declared, seem to think that "money by the bale can be printed without shrinking a kind of sanforized dollar." The President defended his plans for a balanced budget and $4,200,000,000 payment on the na tional debt plans that Democrats and even some Republicans have called unrealistic. The President did not once specifically mention the Demo crats in his speech, but there was no mistaking his target. On national defense he cautioned against being disturbed by noisy trumpeting about dazzling mili tary schemes." (UPD- The first stage of a Minuteman intercontinental missile was fired successfully Wednesday, but the missile was halted by a nylon cable after traveling 2,000 feet. It was the fifth successful tethered test of parts of a missile which, if all three stages were fired, would have a 5,500-mile range. Daily News he will not seek re election this year. Board Fears Flu Epidemic PORTLAND (AP) The Ore gon Board of Health Tuesday said Oregon appears headed rap idly toward an influenza epiidem ic. Dr. Richard H. Wilcox, state health officer, said there were 1,429 reported cases in the state for the week that ended Saturday. There were 810 cases the week before. Many other cases probably were not reported to doctors, said Wilcox, who urged .those who feel flu symptoms to seek medical aid.
