The morale of the army already has been damaged by the conflict whjch has pitted it against French men. Sunday's clash between set tlers and gendarmes which left 2t; dead and about 150 wounded has caused general revulsion and any more killing would do lasting dam age to De Gaulle's prestige and influence in the all important army. Thus De Gaulle' faces the task of getting the insurgents to lay down their arms without giving in to their demands for a French Algeria. . The bloody flareup and the die hards' determination to remain behind their barricades until their cause is won, is mainly the result of De Gaulle's failure to give the settlers what they regard as a satisfactory answer. De Gaulle's proposed solution to end the five-year-old Algerian re bellion would allow Algerians Moslem and European alike to choose their own destiny once peace is restored. Under De Gaulle's plan, the Al gerian population could choose one of three alternatives: U) complete union with France (2) local au tonomy or 13) outright independ ence. The settlers are convinced that, given a chance, the nine million .Moslems would choose independ ence. Even local autonomy, they fear, would only be a stepping stone to complete freedom. Settlers agree, but insist it is a possibility all the same. In the anxious months that fol lowed De Gaulle's Algerian pro posals last Sept. hi, settlers scanned the government bulletins for some guarantee that France still stood behind them. Premier Michel Debre declared in National Assembly debate that Algeria would remain French. There was vague talk of dividing the territory and preserving un der French rule area such as large cities where the European population predominates. But the settler found little comfort at the prospect of living on a European island in a Moslem sea. The settlers want a clearcul declaration by De Gaulle that Al geria will always remain under French rule. When Sunday's explosion erup ted, the insurgents possibly hoped at first to repeat the coup of May 13, 1U58 when the uprising of army and civilians overthrew Fiance's Fourth Republic and helped De Gaulle to power. So far the army, which insured success of the r.l58 uprising, has stayed with the government. The settlers now probably would settle for a government promise to keep Algeria French. De Gaulle has countered with reaffirmation of his self-dctermin- ation policy. De Gaulle is in an awkward spot. He cannot give in to the insurgents without jeopardizing whatever hope there is for nego tiating a cease fire with the Mos lem rebels.
