York insists he's not a candidate ' for the Republican presidential nomination but his name will ap pear at least three times on the ' . ballot. . Sen. Hubert Humphrey of Min nesota is running for the Demo cratic nomination but the chances are his name won't be seen any where on the ballot. Those examples demonstrate two seeming inconsistencies of this state's first-in-the-nation presi dential primary March 8. Every presidential election year the rest of the nation looks first to New Hampshire for possible straws in the political winds. And the country often gets a little con fused about the complicated me chanics of this stale's early-bird primary. There are actually two separate primaries one for Republican voters and the other for Demo crats. Each ballot has two sepa rate sections. One section is called a prefer ence poll. This gives the voter a chance to register a direct choice from among the announced presi dential contenders or anyone else. In addition to the names of avowed candidates, there is a blank space where the voters can write in the names of others. The other section is a separate contest for seats at the Republi can and Democratic national con ventions. The delegate candidates can he firmly committed to a presidential hopeful, just "favor able" to him or free agents. Let's look first at the preference . poll which has won most of the . attention in previous years. It's actually a popularity contest but the results aren't binding on the delegates elected in the other part of the ballot. When the voter picks up his ballot he finds in the upper right-hand corner this state ment: "I hereby declare my pref- . trence for candidate for the of fice of President of the United States to he as follows:" Under this will appear the names of all presidential hopefuls who have been entered in the preference poll and who have not taken advantage of their op- tion to withdraw. He won't permit it The Minnesota senator doesn't wish to challenge Sen. John F. Kennedy (D-Mass) in a state where Kennedy is considered the overwhelming Democratic favo rite. The withdrawal option is the reason that Vice President Rich ard M. Nixon is thus far the only cuntender in the Republican pres idential beauty contest. Gov, Rockefeller has said that if any body enters his name he will immediately remove it. In the other section of the pri mary the battle (or seats at the conventions the ground rules are quite different. If a person wants to be a con vention delegate, he can enter the lists under one of three desigtia tiuns pledged, favorable or un :ommitted. The ballot spells out exactly how each delegate candi date is running. A person who wants to be pledged that means he is bound to vole for his presidential choice as long as his name is before the convention must obtain specific permission from his choice. If you want to run as favorable to anyone, you don't need his per mission. That's the way at least three Rockefeller backers are running. They retuse to accept the New York governor's announced with drawal and insist that GOP voters should be given a chance to vote lor him. Nothing prevents a "favorable" delegate candidate, who gets elect ed, from going to the convention and casting his ballot for some body else.
