Wednesday, January 6, 1960 France Loses Millionaires As The Franc Is Devalued vPARIS (NEA) Brlzltte Bardot Who has . been getting around 40 tiillion francs a film, will probably get around 400 thousand francs for her first movie of I960. ,kBut relax, men, the sex kitten Hasn't lost her box office draw, it's just that the French franc has lost two decimal points. s of Jan. 1, I960. France's monetary system is based on the "pew franc," worth loo of the old. Thus, the dollar is worth 4.93 "new francs" as opposed to 493 of the old. "Since it's just a matter of deci mal points, the shift is no great problem for economists and math ematicians. But in a country where all but the poorest paid workers have been more or less million' aires, tho psychological problems are amusing. BRIGITTE, for example, will ttitt receive the same amount of purchasing power, but 400 thou sand sounds like so much less than 40 million. Other entertainers have the same problem of getting back to earth. But even the average French man and woman loved the sound of the word "millionaire," even though a million francs represent ed something less than two thou tand dollars. It was sort of like taking candy from a baby. There has been a somewhat more serious problem involved, (Do, particularly in rural areas where a lot of Frenchmen appar ently are afraid they might be los ing something in the changeover. This, despite the fact that "oper ation franc" was announced by the De Gaulle government in Decern ber, 1938, as part of De Gaulle's effort to give France and her economy a more solid and secure look. But during the last weeks of 1939 banks and credit establish ments reported an unusual and ab normal activity in deposits. Many people feared the present curren cy would no longer be valid after January 1. They remembered the "exchange" of notes after libera tion and also the time back in 1949 when 5,000-franc notes were re moved from circulation. The authorities repeated time and again that the "Operation New Franc" has been organized in such a way that there will be no exchange or recalling of old notes, whatever their denomina tion. These will remain valid with out any limitation of time. IN FACT, for the past six months all notes paid out by the banks have borne the mention in red of their value in "new francs." They will he replaced by new notes during ordinary, it slightly accel erated, rotation. J Manufacturers, stores, trades people have been compelled, in the Ip-st six months to show double prices in tne old as well as in the i;ew francs. This is to get people Used to thinking in terms of the ijew currency. The French have been told tjiat the government will keep a strict control over prices, especial ly on all foodstuffs. Just as it will aheck any tendency on the part e-f shopkeepers to "round out" prices by treating centimes as negligible. 1 The now French currency should present no difficulties for Ameri can visitors. There is one coin However, they will still not find around. That is the quarter, or 43 centimes piece. ' This has been decided by Mon ,ieur Albert Perard, President of the National Weights and Meas ures Bureau. His particular job is to see that the metric system is rigorously observed and applied. ' That's largely because funds pro vided for the program haven't Kept pace with the higher costs of construction and operation since tjie program was planned, Nation al Park Service officials said Mon day. For that reason, thrv havp nrn- Jpcted the expansion program sev eral years beyond 1966 its origi nal target date. -The 10-year Mission 66 program launched July 1, 1936 was aimed at bringing tho national park system up-to-date, and pre pare it to handle the hordes of Americans who would visit the parks in future years. It called for the preservation of the scenic, nat ural and historical places for the enjoyment of everyone. Actually, Congress lias voted money, or contractual authority, for more funds each year than the original Mission 66 plans called for. But, since funds provided weren't increased to cover larger construction costs, the program is actually running close to 30 million dollars behind. The Mission 66 program, as originally planned in 1955, was estimated to cost 459 million dol lars, divided almost equally be twecn parkways, roads and trails and buildings and utilities, plus op erating costs. Based on today's losts, the total now would be more than 525 million dollars, not in cluding any of the new, addition al projects since acquired.
