D. D. Williams, director of schoolhou.se planning in the slate Department of Education, said these districts are located in rap idly growing suburban areas. They are so close to the limits of their bonding capacity that they will not be able to construct need ed new buildings. The Department ot Education supports federal legislation to pro vide money for new buildings in such districts. ' Williams noted that "school dis trict bond elections have met with considerable voter resistance.
