He also wants a stale visit to the U.S., seasoned Communist diplomat told XEA Service during a private discussion of the West Berlin cri sis. The diplomat also suggested: 1. That in his view an invitation to Khrushchev to visit the U.S. probably would he extended by Vice President Richard Nixon at the end of his Russian trip or by President Eisenhower himself at forthcoming summit meeting 2. That Soviet Foreign Minister Andrei Gromyko would turn deaf ear to Western pleas for some commitment on West Berlin until it is reasonably sure that President Eisenhower will receive the Soviet Premier in the White House. Like all Communist officials, this diplomat engaged in typical Red doubletalk. But the meaning of his words was unmistakable. Later, a leading West German political leader, who recently saw the Soviet Premier in Moscow. gave me a similar opinion. He said he believed the summit meet ing and the possibility of a trip to the U.S. lay behind Mirus.lv chev's recent decision to cancel his trip to Scandinavia. However, there is no doubt that Khrushchev feels that he holds all the cards on Berlin and that he can exploit the status of the be leaguered city for important agree ments with the U.S. Some experts on Russia believe that Khrushchev, who has achieved power late in life, is a status seek- cr. Although he is now top man in the Kremlin his position is by no means as secure as he has led some Western visitors to believe. In Stalin s time he never achieved high rank among the dic tator's lieutenants. A self-educat ed miner who did not join the with President , Communist Party until he was 24. Khrushchev was always treat ed with contempt by the so-called "intellectual veterans" of communism. He has since defeated most of his opponents. He has received the staged accolades from Albania to Poland. He has at his disposal tools of military power that Stalin never had. let his political au thority, not only internationally but also in the Communist world, is not yet fully established. For his own self esteem and (or the prestige it will bring him, he wants to sit as an equal with the President of the U.S. symbol of power and authority in the world at large. "Khrushchev fears and respects the U.S., has only contempt for (he other NATO powers and would like to come to terms with the strongest power," the West Ger man politician said. He would like, in effect, to re peat the Stalin-Hitler pact with the U.S ?ast in the role of pre war Nazi Germany. "Does this mean that Khrush chev would seek an understand ing with "capitalist" America against his Red Chinese 'friend and partner?' " I asked the ex perls.
