Jameson of Alturas re ported to state police that his car had been struck by a hit and run driver early Saturday morning. Jameson said the accident oc curred on State Route 66 between the suburban area and Lakevicw Junction when a car almost en tirely on the wrong side of the highway came speeding at him at 3 a.m. Jameson said the fleeing car probably lost a tail light and some chrome in the sideswipe accident. SEAMEN DESERT SHIPS MOBILE, Ala. (UPIi The U.S. Immigration and Naturalization Service says 39 seamen deserted foreign ships here during the last 12 months and seven stowaways arrived. Biggest Theft In World Axed By Federal Agents The Vienna Waltz is 140 yean old: CHICAGO (AP)-A story of in ternalional high finance was un folded by the FBI in the wake of the arrest nf three men in con nection with the theft of 8'i mil lion dollars in Canadian bonds. The FBI called the theft the biggest burglary in the world. The bonds, plus cash and jew elry, were taken May 3, 1U38. from the Brockville Trust and Savings Co., Brockville, Ont., by a gang ot safecrackers using blowtorches. The FBI said men seized Thurs day all were involved in attempts to dispose of part of the loot. One of their schemes, said U.S. Asst. Atty. James B. Parsons, was to try to purchase a European bank as a clearing house. Arrested were three Americans among five persons named in a supressed indictment returned b; a federal grand jury here June 30. The other two are Canadians still at large. Captured were Sam Mannarino. 53, New Kensington, Pa.; Nor man Rothman, 44, Surfside, Fla., who is under indictment in Pitts burgh for running guns to Cuba; and William Rabin, 52, Chicago. Mannarino was arraigned in Pittsburgh before U.S. Commis sioner Alex McNaugher and freed on $5,000 bond. Rabin, a business consultant. was free on bond at the time of his arrest in Miami on earlier charges he received $'J8,0O0 in stolen bonds. Plan Announced By Bank To Sponsor College Pupils A college-on-crcdit plan will be pioneered in Oregon by the First National Bank of Oregon, it was announced by C. B. Stephenson, president of the statewide banking system. To be known as the Firstbank College Education Plan, the new concept will enable responsible parents or sponsors to buy an all important college education for their son or daughter on a monthly Installment basis just as they buy their home or automobile. The First National plan has been hailed by educators and pub lic officials throughout the state as a program which will make it possible for many more students to secure a higher education. "Our decision to pioneer this plan in Oregon was prompted by the urgent need of qualified stu dents who would be unable to se cure a college education in any oilier way," C. B. Stephenson, bank president, explained. The parents may contract for an unsocurcd personal loan for a period up to six years, with the money being paid by the bank to either the parents or the school In equal installments at the be ginning of each college term. The loan funds may be used to pay any of the normal expenses which students incur transporta tion, tuition, books, room and board, etc. The college education plan car ries with it life insurance pro visions which insure that the loan funds will continue to be avail able for the student's education in the event of the death of the parent or guardian, and at the same time cancel the indebtedness. Should the parents need assist ance to augment other funds in the amount' of $4,000, for example, for a complete four-year college ed ucation, the funds advanced by the bank would be repayable at the rate of $63.48 per month for 72 months. Adjusted programs for two or three years will be avail able for students who have al ready started college.
