APi-A Negro leader believei that deci sions in the Tallahassee and Man anna rape cases will have a wide effect on racial justice in Southern courtrooms. The Rev. David H. Brooks com mented on life sentences handed out here to (our white youths (or raping a Negro coed and to a J6-year-old Negro at Marianna (or raping a white woman. The sentences were imposed two hours apart Monday in cases which have attracted wide atten tion. Marianna is 60 miles west of Tallahassee. Mass Killer Still Hopeful LINCOLN. Neb. (API Mass killer Charles Starkweather is (till hopeful he will get a review e( his case in the courts. The 20-year-old killer was con--victed in .the slaying of Robert Jensen, 17. Bennet. Neb. Jensen was one of 11 persons Starkweath er has admitted slaying. Starkweather contends he did not have a (air trial in that he was not properly represented by his two court-appointed attorneys. He asked the U. S. Supreme Court to grant a review of the case. The court denied the application with out comment Monday. . Told of the decision. Stark weather said only that he still had hope. He returned to his oil paint ing of a snow scene. Albert J. Ahern Jr., one of the two Washington attorneys who (iled the Supreme Court applica tion, said he will ask the court to modify its order to state that Its denial was without prejudice to renewal of the constitutional Issues in the Nebraska state courts. Wickland's car: Hit a corner of a house, tear ing off some shingles. Crashed through the front door and out the back wall of a garage. Hit a corner of a nearby double garage. Plowed through the side and out the front of another garage, toa pling it. Struck a parked car in front of a fourth garage, pushing it through the doors and into a boat parked inside. Knocked down a fence and drove through a gardeav Police estimated total damage at more than $3,000. They charged Mrs. Wickland, 42, with drunken driving. She was released on $300 bail. May Walker who sentenced the four white youths to serve life terms, said he saw nothing unusual in his ac tions. "In the past six months I have sentenced two Negroes to life im prisonment for rape." he said "There are no racial distinctions in crime." The Tallahassee youths were convicted June 14 by a jury which recommended mercy and thereby saved them from a death sen tence. Jimmie Lee Clark who had been doomed to the elec tric chair by a jury verdict of guilty without a leniency recom mendation, escaped with a life sentence. Granted a new trial, Clark plead ed guilty and was sentenced to life imprisonment. He had been convicted for rape of a, 68-year-old white woman. Represented will be such organ izations as the National Education Assn., the American Assn. for the Advancement of Science, the American Assn. of Colleges (or Teacher Education, the American Council of Learned Societies, and the National Academy ol Science. Charter Due New Troop Klamath Falls newest Boy Scout troop will be known as the Cen tennial Troop, according to Sam I. Ritchey, Klamath district com missioner of the Modoc Area Coun cil. The charter will be presented on Thursday, at 11:30 a.m., in Sa lem by Gov. Mark Hatfield, an additional honor. The new troop is sponsored by Peterson School Parents and Pa trons Club and has 18 members. Although this brings to only 67 the number of troops in the Mo doc Area Council, scout headquar ters decided to jump the interven ing numbers and give this troop No. 100 in honor of Oregon's Cen tennial anniversary, Ritchey said. There are 748 Boy Scouts in the Klamath district and 1444 in this council. The Modoc Area Council includes the Bend-Redmond area Klamath and Lake counties and the northern part of California generally included in the geograp- ical designation, Klamath Basin. Northern California communities included are Alluras, Tulelake, Newell, and the Butte Valley area. Scoutmaster of the new troop is Bob Abbey, a California Oregon Power Company employe here. How much of a stu dent's time should be spent oi learning how to teach, and how much on the field in which he wil' be teaching? A preliminary get-together a held last year at Bowling Green. Ohio. To everyone's surprise, the opposing camps found they were not so far apart, after all. Both wanted the same net re sult: a well-educated, well-rounded teacher, able to cope with changing conditions in a changing world. This year they will get down to specifics, and outline a teacher ed ucation program that will make everyone happy. There will be no effort to reach hard and (ast, final conclusions. Even if they did reach complete agreement on an hour - by - hour, year-by-year program for the fu ture teacher, it might take years to make it generally effective. In a preliminary meeting Mon day, a national teaching organiza tion called for a comprehensive research program to set national standards for competent teachers. The chairman of state organiza tions on Teacher Education and Professional Standards ' said the study would help determine how to recruit and train good teachers. and how to weed out the incompetent. John R. Whitelaw of the U.S. Office of Education told another meeting that potentially weak teachers should be weeded out be fore they get their college degree and teacher certificate. The practice teaching (raining. he said, "should be the check point. From now on, there should be no question that if a student doesn't measure up at this point, he is through. Negro Charged With 6 Rapes MEMPHIS. Tenn. (AP)-A Ne gro man has raped six women two of them white, in an eight block area here during the past (our months, police reported Mon day night. It was the first public word on the attacks. Police Chief James C. MacDonald said the assaults had been kept undercover in hopes of trapping the man. MacDonald said that in each case the rapist attacked in the middle of night while the vic tim's husband was away. The area has been under police watch (or weeks.
