ORFGON PAGE THIRTKFN America Changing Role !n Economics Of World Bv THE ASSOCIATED PRESS The United States could b com pared to a town's biggest mer chant who, alter years without serious competition,, now sees smaller, energetic merchants once again displaying their wares. The big merchant doesn't panic. In lact, he says he's happy to see (he little fellows battling back. Change the town merchant to world merchant and manufactur er, and you have this: The United States, although still the world's biggest exporter and manufacturer, has lost ground in both fields in the past in years as the productive systems of small er free world countries recover from World War 11. Ten years ago the United States accounted for nearly one-fourth of the free world's exports. Last year, according to the National Industrial Conference Board, the United States share had dropped to 19 per cent only 2 per cent above 1928 and four per cent higher than 1938. Of the free world's manulactured goods, the United States produced 56 per cent in 1948. Last year, its share had fallen to 46 per cent, which the conference board says is two per cent larger than the 1928 portion and seven per cent higher than 1938. , The declines of the last 10 years, however, have had lif lie notice able effect on the United States economy as a whole. It still is the world's healthiest. But a change has taken place. Explains John S. Sinclair, presi dent of the conference board, a non-profit, independent organiza tion specializing in economic data: "More recently, our relationship to the rest of the world has taken op a new aspect. Our domestic economy has expanded: so have our international trade and invest ments in foreign countries. "But our predominant world role has receded. Today we face a growing number of foreign econo mics that are strong, vigorous, and able to produce sufficiently for themselves and even more. "In large part, through the aid and encouragement, financial and otherwise, that we have extended, one nation after another has been added to the roster of sturdy com petitors for world markets and our own." Since 1953. United Slates exports have grown about 10 per cent. Japan, meanwhile, has increased its exports in the same period by 140 per cent and West Germany by 100 per cent. Although providing 19 per cent of the world's total exports, the United States exports only six per Pension Bill Okay Seen WASHINGTON (UPI The House appeared set to approve promptly today- a veterans' pen sion reform bill presented on an all-or-nothing basis. The legislation was being called up under a procedure barring amendments, limiting debate and requiring a two-thirds vote for passage. The measure, backed by major veterans' organizations, would re late future pensions to veterans' needs and designed to curb some abuses of the present sys tem. The bill, which would take ef fect July 1, 1960. applies to pen sions paid veterans widows and to veterans of World War I. World War II and the Korean War who have disabilities stemming from civilian life. It has no connection with compensation to veterans disahlcd in military service. Althoush the bill would cost an extra 308 million dollars in the tirst year, its sponsors claim it would save the government a to tal of 12 billion dollars by the turn of the century. Pension costs under the present system now are $1,100,000,000 a year and it is estimated they would climb at the rate of 100 million dollars annually. The legislation stems from Pres ident Kisenhower's January rec ommendation for a pension over haul to provide more equitable treatment of needy veterans. The final draft, however, is more lib eral than the administration pro posed. The bill would set up a sliding scale of payments, based on out iide income, to replace the pres ent flat-rate payments. About 70 per cent of the 805.000 veterans and 450.000 widows now on the pension rolls would get higher payments. Fire Destroys Lighthouse PORTLAND (AP'-Fire Satur day night destroyed an abandon ed lighthouse anid ship reporting station at Kellcy Point where the Willamette River flows into the Columbia. The lighthouse was last used as a ship reporting station two years sen. It was last a lighthouse in 19M. The cause was not learned, but Walter B. O'Neil. who lives on the nearbv southern tip of Suavies Island, said he thought he saw a boat pull away when he first spotted the blaze. TOO LATE C.REAT BEND. Kan. AP Officials of the Great Bend Cham ber of Commerce wanted to notify Mrs. Walter Rusan that she had on a contest sponsored by the ' chamber. The prize was a week's vacation in Colorado. They finally located Mrs. Hu- gun. She vacationing in Colo rado. cent of its total output of goods and services. The Netherlands, on the other nana, exports nearly half of its total output, while Belgium and Switzerland export about a third. It gives preferential tariff and import quotas to members: orn. vides a unified system to buy new products and develop mar kels in underdeveloped countries and jointly puts the six countries in direct economic competition wun ine united states. All American businessmen, how ever, do not regard these econom ic problems as any great danger to the United States' position in world trade ana manufactunnc Rather, they contend more dy namic competition will result in higher production, consumption and incomes lor Americans.
