The power failure occurred Mon day at 9:02 a.m. when a 12.000 volt power line exploded in a noisy shower of flame and sparks. The flame buzzed almost five blocks until it hit the PG&E sub stitution, knocking out four other 12.000-volt circuits. White hot wires fell to the side walk, narrowly missing several bystanders. The intense heat touched .oft several small fires atop the wooden power poles. Company engineers said the whole trouble was touched off by a section 'of rubber lamp cord, ap parently tossed into the line by a child or a vandal, which caused a cross-current between two lines and then shorted out a transform er. Power was restored at (1:24 a.m., although a 20-blnck area served by Ihe exploded line was without power for seven hours.
