The twin bill of space shoots would be a polar-orbiting Discov erer launching from California's Vandenberg Air Force Base and the first three-in-one Vanguard firing from Florida's Cape Canav eral. Until Sunday, military and (pace authorities had declined to say when either of the shoots would be made. Then Roy W. Johnson, director of the Advanced Research Projects Agency, said about 4 p.m. that the Discoverer launching would come within 12 hours. : Johnson's statement, made dur ing an address at New Canaan. Conn., brought no confirmation from the Vandenberg base. However, such a launching of file second Discoverer from the Vandenberg base would be in line with the announced plan to send one up every four or live weeks this year. The first one was launched Feb. 28. An industry publication, Avia tion Daily, said last week the Van guard firing was set for today. Dr. John P. Hagen, Project Van guard director, said almost a month ago the three-way satellite would be launched "fairly soon." This or ganization of editors representing 300 newspapers in 38 nations com piled the survey from reports of journalists who have lived or vis ited countries Communist or non- Communist where the press is subjected to government control The study reports a "spirit of revolt against the complete tute lage of the press by the state" is making itself felt in totalitarian nations where some journalists are "prepared to run grave risks in defying government authority for the sake of their aspirations."
