Bennett will make a major government policy! statement concerning O & C limber lands when he addresses the Western Forest Industries As sociation convention Friday, April j. In the first major address on O k C management ever made by an official of the under secre tary's rank in Oregon, Bennett is expected to announce new allow able cuts, timber selling goals, and other policy changes which will have far-reaching effects on Ore gon forest industries. The under secretary is one of several distinguished speakers who will be heard during the two day convention. On Saturday. April 4, Sen. Richard L. Neubcr ger will discuss Oregon's forests and their recreational possibilities and the work of the recently es tablished National Outdoor Recre ation Resources Review Commis sion. Another guest at the convention will be Robert Wolf, forest con sultant to the U.S. Senate Com mittee on Interior and Insular Af fairs. Wolf will comment on his re cently completed report on I'.S. Forest Service timber selling prac tices. His report disclosed that in Oregon and Washington, over one bjjlion board feet in planned sales were delayed or not made be cause of access problems. He will tell the group what action Congress and the administration is expected to take in putting his recommendations into effect. Also on the agenda for the con vention are discussions of the con troversial Small Business Adminis tration set-aside program for fed- leral timber, Forest Service and j Interior Department timber selling programs and problems, and the freight car shortage. The WFIA convention begins with a social get-together at 9 p.m. Thursday, and concludes with a dmner dance Saturday eve- 'ning. (AP) Vir ginia's General Assembly begins consideration today of new legal lines of defense against the spread of racial integration in public schools. It appeared the program the Assembly will be asked to enact will add up to a freedom-of-choicc plan as successor lo the now defunct massive resistance pro gram which collapsed in state and federal court. The phrase "freedom ol choice." said a source close to Gov. J. By EARNEST HOBERECHT NEW DELHI L'PD - The re volt in Tibet plunged relations be tween India and Communist China to an all time low today. It may lead to a major shift in Indian foreign policy. The Indians were deeply con cerned and worried by the Com munist oppression in Tibet and bitter about official Peiping charges the rebels are operating from headquarters at Kalimpong on Indian soil. The Foreign Office formally denied this charge. There also was resentment against the Communist suggestion that Tibetan matters should not even he discussed in the Indian parliament. Prime Minister Javva harlal Nehru was expected to an swer in Parliament today. The Indian public and press w-cre voicing increasingly strong demands for condemnation ot the Chinese Communis, action in Ti bet and for a realistic reassess ment of India's neutralist foreign policy. The Hindustan Times, which is very close to Nehru's ruling Con gress Party, referred to events there today as "the rape of Ti bet." Whereabouts of the Dalai Lama still was nnl known, but a relia ble Indian report from Kalimpong on the Indo-Chinese border said he and 40.000 of his followers were moving south and eastward toward the Indian border and might seek asylum in India. Indian reports said radio equipped Chinese were scattering throughout Tibet to look for him. A mass meeting of Tibetans, here to appeal to Nehru to take up their cause, said prayers for the Dalai Lama's safety at a mass meeting. They pledged to fight on against the Chinese as long as there is a single Tibetan alive. The group planned to present a memorandum to Nehru on behalf of the thousands of Buddhists in India and there were reports he would be asked to intercede with the United Nations. OVER 12,500,000 CASES HAVE BEEN SOLD! Voters Okay Tax Levies ALBANY. Ore. (AP) Albany voters Monday approved tax lev ies for swimming pool repairs and a mosquito control program. But they rejected other pro posed levies for a recreation pro gram and a road improvemant project. The vole was 1.037 yes and 642 no on a special levy to provide S2.700 for repairs lo the city's swimming pool. Also approved I.18H lo 5(M was a $4,300 five-year levy to fi nance mosquito control. The voters turned down a 10 year. $20.(100 annual tax to fi nance a city park and recreation program. The vole was 899 no and 758 yes. They also lurned down. 882 to 7fifi. a $10,000 levy for the city's share of improvement of Ihe in tersection of Highways 99 and 20 at Albany. The state would have contributed $105,000 to the project.
