OTles to create an office of con--umer counsel designed to protect 'he public against unreasonably high prices of goods or rates for services. The battleground is the upper nouse Governmental Efficiency Committee where last minute amendments were tossed at the bill last week by Vincent Ken nedy. lobbyist for the California Retailers Associatfon The amendments, offered on Km nedy's behalf by Senator Ricnard j. Dolwig 'R San Mateo County, would delete the provision for an office of consumer counsel and would turn over the function to v, hat would amount to a secre tary in the governor's office They also would strike out lan guage in the bill which spells out the functions and duties of the .tonvimer counsel and substitute. a vague statement mat he may appear before public agencies : m the interests of the consumer. Richards declared the amend Iments would reduce the bill to a mere gesture rather than an ef fective instrument for protecting I DM consuming public." I This was denied by Kennedv. who said his organization only sought to prevent creation of an other state agency. At Richards' request the com mittee postponed further consid eration of the bill and amendments for another week. The Legislature has passed and sent to Governor Brown a hill to continue the state's six-cent per gallon gasoline tax. Without this legislation the levy would have dropped one-half cent per gallon next January 1 and thereby would have crippled the highway construction program through the loss of annual reve nues totaling about 40 million dol lars. The Assembly Social Welfare Committee approved a bill to in crease the maximum basic state old age monthly benefit from the present $80 to JIOO. The author of the measure said the pension boost is necessary io relieve hardships imposed on Cali fornia's senior citizens by increas es in the cost of living. Legislation to establish a treat ment program for paroled narcot .cs victims was passed by the Senate. This is a measure en dorsed by the Brown administra tion. It was pointed out that if the program can cut down by in per cent the number of narcotics pa rolees who are returned to prison because of repeat violations it will more than pay its own costs. This is the first administration bill to be passed by the Sena's thus far in the session. However, none has yet been turned down by the upper house. THIRD DEGREE ETNA - Etna Lodge No 184.
