Mexico said two of the boats were hers. The owner of one was killed and a sailor and a cook were wounded while shrimping le gally in Mexican waters, reports from Mexico City contended. A Mexican senator said diplo matic relations probably would be broken if Guatemala didn't apologize. The press office of Guatemalan President Miguel Ydigoras Ku- entes announced the machinegun ning attack by air force planes Wednesday without specifying the boats nationalities. The announcement said two of the boats followed signals from the planes and ran aground at Tilapa. more than KM miles down the Pacific coast from the Mexi can border. Authorities later dis closed that five wounded crewmen had been interned in the military hospital in this capital, 60 miles inland from lilapa. The authorities refused fo iden tify the five but said two were in serious condition. The third boat was reported sailing in ditliculty for Champeri co, about 30 miles inside Guate mala. There was no indication of its nationality. Gen. Ydigoras Fuentes had said Monday that I'.S. and Mexican boats were fishing illegafly in the nation's Pacific waters. These "bandits and pirates" would he fired upon beginning Wednesday, the president warned. The Mexi can government said such attacks would violate international law. After the attack, Ydigoras Fu- entcs told reporters the air force had acted "in defense of our ter ritorial waters and coasts." He added a hint that fishermen might be encased in arms smuggling. The Mexican F'oreign Ministry called the situation "undeniably grave" and said it would take proper measures when official re ports had been received. Rodolfo Brena Torres, chairman of the Mexican Senate steering committee, said diplomatic rela tions probably would be broken to day if Guatemala did not present diplomatic excuses. Mexico s 3lst military ?.one with headquarters at Tapachula near the Guatemalan border was put on alert. One Mexican account said their two boats were fishing at the mouth of the Suchiale River, which forms the border at the coast. Leonard Wood, Missouri, for heavy equip ment engineering training. 1959 Payment Announced I.AKF.VIF.W - The 1959 Agricul tural Conservation payment alloca tion for Lake County has been set at $V1.72, according to Walt Cory, ASC office manager. These funds are used to help farmers and ranchers with the costs of approved conservation practices. While the funds are administered by the local ASC committee, through Cory's office. all I SDA agencies assist farmers in planning and carrying out the practices lor which payment is re ceived. Soil Conservation Service technicians provide technical help for practices invnheng engineering and nlher assistance, while forest service people advise on practices in their field. Kxtension service is responsible for providing recom mendations for seeding practices, and Cory advises all farmers and ranchers who pian seeding prac tices to contact the county agent for a written seeding recommen dation. A basic rule in the tisn of ACP funds is that proper application er signup must he made through Cory's office before work it started on any practice if payment is to be received on that practice. Fail ure to properly sign up will mean no payment. Financial assistance usually amounts In 50 pei cent of the cost of the practice with f.V1 limit on payments made to any on farmer or rancher. Cory states that this is strictly the ACP program practice payments and has no hearing on the Conservation Re serve Program. OFFICE TO MOVE PORTLAND tAPi The tlate I attorney general's vice prosecu tion office will be moved from the Multnomah County Court house to the state Office Building here to comply with a request from the Multnomah County com missioners. Schrunk Wednesday ap pointed the widow of one of Port land's first housing commission ers to the Portland Housing Authority. She is Mrs. Florine M. Dahlke, whose late husband Herbert Dahl ke, served on the commission for 13 years. Mrs. Dahlke, an apart ment house owner, will be the only woman on the seven-member board. Mrs. Dahlke will serve a five year term, replacing Earl Wilson, whose term ended in December Producing, processing and selling (nod is by far the largest industry in we U.S. Bombs Found In Luggage PORTLAND (AP) - Three In cendiary bombs were found Wednesday night in the luggage of a man who was sent to a hospital earlier when he reported himself ill. Police ordered three floors of the hotel evacuated while the bombs were removed from the sixth floor room.
