Program and Santa will have treats for the children. ' WASHINGTON (AP) A new estimate by American authorities of Soviet missile-bomber progress gives the Reds a lower rating than half a year ago. An assessment last spring in dicated substantial leads by the Soviets in several fields. Responsible sources said the relative, over-all position of the United States in ballistic missiles now appears to have improved. . In manned bombers this coun try retains what the analysts con sider a clear superiority. , Soviet Premier Nikita Khrush chev's recent claim of an inter continental ballistic missile cap able of 8.700-mile range does not seem to have influenced this re evaluation. Nor are the analysts ready to accept completely re ports that the Soviet Union is fly ing a nuclear-powered bomber. .. The United Stales may hot have a high performance nuclear bomber-flying for another five to eight years. In the case of the' 1CBM. U.S. authorities make these points: Khrushchev speaking to U. S. Sen. Hubert Humphrey (D-Minn) in Moscow, did not appear to have claimed that the Soviet Union had fired a' missile 8.700 miles but merely said it had a missile cap able of such range. Navy Slashes Missile Slate WASHINGTON (A'P)-Cosls and weapons advances have triggered a sweeping Navy cutback in shore establishments- and spelled the end to a major -missile program. To keep pace with cutdowns in its operating. forces, the Navy said Thursday night, SO ground bases in 17 states will be closed, reduced or merged. . The announcement spoke of ris ing prices .and higher labor costs. About 0,000 civilian jobs will be abolished over the ;flext several ; years. Canceled after an outlay of 78 million dollars was the Regulus II guided missile program. The air-breathing missile can -soar more than 1,000 miles at twice the speed of sound. It flew in about 40 successful tests. The Navy figured that by jetti soning Regulus II ' now it could save more than 100 million dollars for other projects. It said ballistic missiles shot more like bullets have better potential than the air-breathers guided like- puotless planes. The Navy is now developing the Polaris 1.500-mile range ballistic missile. Like the Regulus, the Polaris could be fired with a nu clear warhead from submarines. F. O. Detweiler, president of Chance Vought Aircraft Inc. which held the Regulus develop ment contract,, said the cancella tion will leave a void that cannot be filled by any other "weapon in existence or planned.". The first U. S ICBM. the Atlas, has soared 6.325 miles. The true test of a ballistic mis sile is more of accuracy than range, American military men claim. Maj. Gen. Bernard A. Schriever chief of the Air Force's Ballistic Missile Division, gave a summary of relative American and Soviet positions in ballistic missiles last month before the Khrushchev- Humphrey meeling. Schriever said: At the moment, the Soviet Union appears to have an ad vantage in ballistic missiles :of under 1,000-mile ranee. The situa tion was less clear on 1,500-mile intermediate range ballistic mis siles. But Schriever said the American Thor and Jupiter lRB.Ms have been quite success ful in recent tests. , , As for the ICBM. he said, "we have no reason to believe that the Russians are appreciably ahead of us" in development. He added "it is possible that both countries will achieve initial operational capability of ICBMs at about the same time." , In long-range strategic bombers Pentagon, officials insist that the United States holds superiority even though the number of bombers might total more on the oviet side. What counts, thtv sav. is the ability of'bombers to get. to target and the whole complex weapons system of target selection; strike technique and refueling that goes with the bombers. ',. There, has been a recent flurry of reports about a new Soviet bomber. It could have been this aircraft which gave rise to published re ports that the Soviet Union was flying an atomic-powered plane. President Eisenhower in a news conference said we have no evi dence of this. ..'.Reports from '. outside ...Washing Inn do not rule out the possibility that some form of nuclear power may be In the new test Soviet bomber. One suggestion is that the Russians may be carrying a nuclear reactor into the air, as the United States did a few years ago to test radiation and other features of an atomic ? reactor aboard an airplane. However, these outside reports describe the mysterious Soviet plane as of unusual shape and obviously a new design. If -the Russians merely wanted to test radiation they would not be ex. fleeted to design an entirely new air frame for that purpose.
