Shrapnel was hurled through windows 250 feet away. Then a torrent of water rushed down the street. Residents of the area tumbled from their beds and found a gap ing hole where a fire hydrant had tlood. Police said someone probably Halloween vandals placed a 15 slick charge of dynamite around the hydrant Saturday morning and then set it off. The explosion shattered the hy drant, broke a water main arid left a gaping hole four feet deep find seven feet wide. Ninety houses in the area were without water for seven hours except for that which poured into basements.
