Pakistan I The new revolutionary reeime has warned Pakistan's 81-million peo ple to tighten their belts during an economic and political reform. The chief administrator of mar tial law, Gen. Mohammed Ayub Khan, issued the warning Friday night. He spoke to Pakistani re rwlcrs for the first time since President Iskandcr Mirza seized personal power Tuesday with Ayub's help. t The arrest of two leaders of the now dissolved Awami League, a political party was disclosed. Pressed for a description of the new government Ayub said "Call it a presidential cum (with) mili tary regime. Or just call it the new regime. Mirza, a former major general who. like Ayub, was trained in the British army, annulled the consti tution, abolished the existing na tional and provincial governments and legislatures, and outlawed po litical parties. The President said he acted be cause corruption, political squab bling and inefficiency were ruin. ing the nation. Mirza and Ayub promised to restore democracy when this impoverished and 84 per cent illiterate country can be made ready tor it. There have been no tears shed for the old system of musical chairs in political offices. Many politicians lined their pockets dur ing brief periods as government ministers. The new regime of civil servants working for Mirza "looks to be a more businesslike and competent body than any recent political cabinets," the newspaper Dawn said. One of Pakistan's leading papers, it had faithfully supported the Moslem League which won in dependence for Pakistan in 1947 but then disintegrated into fac tions. Since Tuesday the black market in money has disappeared. The price of cigarettes, candy, soap, drugs and cereals fell 15 to 35 per cent. Political leaders remained silent. Firoz Khan Noon, premier from last December until Mirza took over, stayed quietly at home. The first political arrest was of Abdus Samad Khan, a former leader of the Awami League, an opposition party whose Cabinet maneuvers precipitated Mirza's action. He was charged with "ne farious and antistate activities," including treason. G. M. Syed, another leader of the party, was arrested under the Security of Pakistan Act.
