For species which have two base indices, (1) the high base in dex will be used when the avcr- aae index is higher than such high base index, 2 no adjustment will be made when the average index equals cither of the base indices or falls between them, and '3' the low base index will be used when the average index is lower than such low base index. Such adjust ments in the price for stumpage shall be applicable to timber scaled during the calendar quar ter for which the adjustment is computed. In no event, however, shall the adjusted stumpage rates for each quarter be less than the base rates as stated above. As a qualification for oral bidding, all bidders must submit a sealed bid accompanied by the required pay ment to the Forest Supervisor pri or to 2:00 p.m. October 7, 1953. Sealed bids will be posted at the beginning of the auction for the information of all bidders. A money order, bank draft, cashier's or certified check in the sum of $15,000.00 must accompany each bid, to be applied on the purchase price, refunded, or retained in part as liquidated damages, according to the conditions of sale. If re quested by the purchaser, contract terms will permit felling of tim ber ii advance of payment up to te value of the performance bond.
