India (AP) A widening gulf has opened between Prime Minister Nehru's adminis-i tration and India's "constitu tional" communism as adminis tered by the state government o( Kerala. Two of Kerala's top Communist leaders, the chief minister and party Secretary, have come to New Delhi for conferences amid indications the Nehru government i may be preparing to kick out the 3 only Communist administration 3 among India's 14 states. It is em I powered to do so under a constitu j tional provision authorizing the ; President's direct rule whenever ( state government fails. Kerala Chief Minister E. M. S. , Nambudiripad conferred with '( Nehru and other Cabinet ministers I in an attempt to show that church . leaders and opposition political 7 leaders were responsible for re '! cent disturbances in Kerala. There ' have been several killings in the slate. i The mission appeared to have ' failed. Nambudiripad said later . that relations with New Delhi ; were not what he would like., but '! reluscd to comment further. A government source disclosed Neh , ru told Nambudiripad the govern - nient could not remain silent to the growing sense of insecurity of . large sections of the people. Nehru told Nambudiripad the disturbances must be brought un der control. He left no doubt that otherwise action could be expected from New Delhi. The Communists hold. 65 of 125 seats in the Kerala Legislature. They won the most recent by-election April 18 by a thumping majority. The Communists claim the Congress. party opposition has turned to violence since then, con vinced it could not regain power uy ine Danoi.
