WHITNEY AP Foreign Nr Analyst The Soviet government is pay ing lots of attention to small coun tries. No country seems ton small to be undeserving of well-planned Kremlin wooing. Here are some of the things the Soviets have been doing in recent Weeks: The King and Queen of Nepal visited the Soviet Union. They were received with lavish hospi tality, toured several different So viet cities, were entertained at of ficial receptions where they met all the top Soviet leaders, and were given extensive publicity in t!.e Soviet press. The Soviet campaign to won Ireland received a push with a trip to (he Soviet Union by a group of delegates of the Icelandic Par liament. At the same lime the Soviet press supported Iceland on the im portant issue of definition of terri torial waters. Iceland insists a 12 mile limit instead of the tradi tional three-mile limit. A parliamentary delegation from Cambodia was entertained in Moscow, then went to Central Asia to be shown how the Soviet Union has developed economic resources. A group of Norwegians repre senting the society "Norway U.S.S.ft." was entertained in Mos cow and other Soviet cities. Kthiopia's minister of trade and industry, accompanied by a group of government oilicials, arrived in Moscow, a few days ago on the invitation of the Soviet Ministry of Foreign Trade. Such attention to small countries makes good political sense. Though small countries are often important strategically and polit ically, they are often neglected by the big powers. .With them a little bit of attention goes a long way. ' Victory League Offices Open The headquarters of the newly organized United Republican Vic tory League will be formally opened today at 233 East Main Street. The organization is unique in Klamath County and in the state of Oregon, according to its organ izer and director, Fred Heard, who last year was president of the Young Republicans Club at Klam ath Union High School. Hours of the league headquar ters today and each Monday through Friday during pre-election lime will be 10 a.m. to 3 p.m. A public address system will be on Klamath Falls streets all day today inviting visitors to the headquarters. Recorded march music will be through the cour tesy of KFLW. (iuests will be greeted by Mrs. Robert Olson, a Republican pre cinct committeewoman, and will be served colfee and cookies. Lit erature will be distributed, includ ing a folder recently published by the United Republican Victory League, which gives a biographi cal sketch of the Republican nom inees in I!(58. Venezuelans Playing With Democracy, A New Toy CARACAS (API The 6.200.0(10 people of Venezuela are playing with a new toy called democracy. In that process, they seemingly would be far happier if there weren't any foreigners around. They show this by a display of rudeness that apparently is far out in front of that visible elsewhere in South America. Venezuelan men and women who accidentally bump into for eigners in the streets of this bus tling capital never bother to mur mur a "pardon me" or a "sorry." At the usually crowded thea ters, Venezuelans think nothing of barging out of a line of ticket buyers and elbowing their way in front of a foreigner. taxi drivers and hotel employes seldom thank you for a tip. There are lew smiles tor a foreigner.. Americans feel the average Venezuelan's display of chilliness and rudeness more than anyone else. There are 40.000 Americans in this country and people from the United Slates are in the vast majority of the visitors. Upon arrival at Maiquetia Air port, Americans find their pass ports treated as if disease-laden. Outside the airport, taxi prices seem to be inflated as soon as an American shows up. Often its is demanded for the 12-mile ride up the superhighway to Caracas. Some second-rate hotels charge $14 to $17 per day for a room far below U S. standards. An anti-U.S. tone in Venezuela's newspapers is fanned at every opportunity by Communists and sympathizers who have mush roomed since revolution ended the dictatorship of President Marcos Perez Jimenez last Jan. 23. Venezuelans, in the transition from dictatorship to democracy, are still burning over the fact that the United States looked with favor upon Perez Jimenez and awarded him the Legion of Merit. They are also resentful that he lives at Miami, Fla. THIRTEEN DIE KARACHI. Pakistan (AP) A bus crashed into a ditch in the Pakistan part of mountainous Kashmir last night, killing 13 persons and injuring nine. The dead included women, children and three prisoners going to trial. Chamber Hosts Travel Editors Klamath County Chamber of Commerce announced today it will host a travel editor tour for luncheon at Crater Lake August 8. The venture is under the aus pices of the chamber'! Tourist Committee. Travel editors from the Des Moines Register Tribune. San Jose Mercury, Cleveland Press and Salt Lake Tribune are slated to attend, as part of a Pacific North west tour. Crater Lake park officials will also be on hand. HOOVER COMMENTS NEW YORK (AP) - Former President Herbert Hoover says President Eisenhower's dispatch of troops to Lebanon was "the only course possible if the free dom of nations is to be protected from militarist conspiracies."
