NICOSIA. Cyprus (AP -A round-the-clock curfew was clamped on Cyprus today to halt mounting communal warfare be tween Greek and Turkish Cvpriots. Terror gripped the is land. The British governor. It was the most drastic security move since the shootings, bombings, ambush es and riots began on this Mediter ranean island three years ago. The Greeks and Turks here have been fighting each other since June 8, ever since the word got out that the new British plan lor the island would not satisfy the Greek majority s desire to unite with Greece or the Turk de mands to partition the island to protect their rights. The Turks took the initial initia tive in the communal attacks. But last week KOKA. the Greek un derground terrorist organization which had been generally quiet for months, announced it would tike the warpath against the Turkish Cypriots. There was a rising tide of Greek attacks on the Turks and of Turkish retaliation. Three Greeks and five Turks died yesterday, bringing the toll in the past five weeks to 31 Greek Cypriots and 20 Turkish. Four Greek stores were burned out and the Chapel of St. Mamas in Limassol, con taining the island's finest wood, carvings, was badly damaged by fire. Two British soldiers also wrro killed in a mountain hunt for KOKA fighters but this was an' accident. Another soldier's auto-1 matic weapon went off. The attackers ignored an un precedented joint appeal for peace! issued by Foot and the heads of the Greek and Turkish Cypriot communities. The Matignon shuts its doors (irmly at 8 p.m. and the secretaries go home. Twenty-four postwar premiers of France lived their most critical hours at night. Harassed by in cessant telephone calls at all hours, they could seldom think more than five minutes consecu tively on any of their overwhelm ing problems. - The 25th premier, Charles de Gaulle, has changed all that. There is no telephone and few dossiers on the desk of his second floor office. High state officials. accustomed to call the head of government on a direct line and desk stand a semicircle of visitors' chairs. The new, Premier has little pa tience with many of the minor questions his predecessors always handled. He particularly objects to people who address themselves directly to him to gain a decision or a favor. Nor has he time for the voluminous dossiers which in France have a way of ending on a premier's desk. De Gaulle calls for short digests which he studies attentively and olten memorizes. Most of his mail about 400 letters a day, many from abroad is handled by his private secre taries. Much of it gets 'switched to Cabinet ministers who should throw him their problems in a have received it in the first place familiar manner, now must pass through the minister heading their branch of government. They do not get to talk to the boss unless he calls them. "It's rather like calling on a reigning monarch," one says. First the official had better make sure his watch is right.
