(NEA) There Is growing evidence being devel oped here that the U.S. Army may have reorganized itself into a itate of dangerous weakness. A unique means of scientifically measuring the combat effective ness of new Army units and tacti cal concepts being used here is exposing more and more weak nesses in the pentomic type divi lion. During the past two years the Army has rushed into being an unprecedented overhaul of its di vision structure into the so-called pentomic form. The World War II type division with three regiments has been abolished. An organiza tion consisting of five battle groups instead of regiments has been substituted. The prime concept behind this move was to permit the battle groups to fight on a widely dis persed battlefield, each with far Sham Beep-Beeps To Be Sentenced LOS ANGELES (AP)-The case of the counterfeit beeps is all over except for the sentencing. Three engineers will be sen tenced July 16 for operating an unlicensed radio station and inter fering with communications. Last December, as a joke, they set up a radio transmitter which sent beeps matching Soviet Sputnik signals. Federal court found the trio guilty yesterday after' the Federal Communications Commission do scribed how much work it took to track down the transmitter, which was hidden in the mountains north of here. The engineers, Rulon D. Jensen and Dean L. Hanson, Los Angeles, and Fred Field Jr., Torrance, have asked for probation. Ex-Wife Seeking Divorce Revoke MIAMI, Fla. (AP)-Tho second wife of the late Bernard Maciad den is suing to have set aside their divorce granted 15 years. The not ed physical cultunst died nearly three years ago at the age of 87. Airs. Fuller Warren, her lawyer, said she was not seeking more money from the estate but was "just try ing to clear her name. Prisoner Given Full Pardon AUSTIN, Tex. (AP) - William Hutto, who was a fugitive for years, was expected to be released from the lluntsvillc, Tex., state prison today. Gov. Price Daniel granted Hut to a full pardon because of his "exemplary lilo and good charac ter." Hutto, was sentenced to 15 years on a rape conviction in 1924. Aft er serving about a year, he was granted a furlough because of family affairs. He never returned to prison. He said he understood he had been pardoned. He lived as an auto salesman In New Orleans, but was picked up on a traffic violation this spring while visiting in Texas. A routine check turned- up his record. This dispersal is to minimize casualties if the enemy is usins tactical atomic weapons. But it also entails the need for more and belter communications equipment more versatile weapons and better means of transportation. And it is in these three areas where the present, new pentomic structure of U.S. divisions are turning out to be weakest under the scientific evaluation being given it here. A recent intense examination of pentomic type companies under scientifically controlled and sim ulated combat conditions reveals the following grave weaknesses: When units are dispersed enough for tactical safety their communi cations equipment is not powerful enough for them to maintain con tact with commanders. When more powerful radios were tried in the maneuvers radio; along the whole west coast were cut in on what were supposed to be secret ex changes of orders. Russian subs off the coast could have monitored and recorded ev ery order given in the maneuvers, it has been discovered. This also means a threat to security of op erations on a battlefield. Pentomic units do not have enought anti-tank weapons. There is far too little artillery support for forward troops provided in the pentomic division. And there is an urgent need for every armored troop carrier vehicle to carry a weapon big enough to destroy the enemy s largest armored vehicle When troops arc moved to a combat position by helicopter they arc left in a dangerously vulner able position, without weapons heavy enough to defend themselves adequately, and without enough wheel transportation. And serious doubts have been raised about the heralded use of helicopters be cause of their vulnerability to small-arms ground fire. In addition to these pentomic di vision weaknesses, it has been de termined that the organization has totally inadequate means of spot ting enemy troop targets because of the great distances caused by dispersal. And war games have showed that one of the most dim cult maneuvers to execute is put ting enough distance between you and the enemy lo drop an atomic bomb on him and not injure your own forces. CDEC, Combat Development Experimentation Center, is the name of the new Army group do ing this evaluation work. It con sists of over 3,000 olficcrs and men in field units, working with about 100 staff officers and lop scientists. Elaborate, standard and experi mental equipment is used by the group. Ingenious methods of putting tanks and other weapons out of action the second they arc determ ined lo he hit by simulated fire and an instant means of assessing casualties in a war game are some of the techniques used. All actions ire elaborately recorded on elec tronic machines and can he played back" for further study. Available land facilities include 310.000 acres of rolling terrain and rugged mountains and hills which arc part of the Hunter Liggctt- Camp Roberts complex located about 80 miles from Ft. Ord. Even though CDECs first find ings have exposed serious defi ciencies in the pentomic division. with a resulting serious weakness in the current strength of U.S. ground forces, lop Army officials are pleased with results. Veteran officers have long since been dis enchanted with the old style man euver with an antiquated umpir ing svstcm which never really measured what it was supposed to measure. A record yield of 1.035 pounds per acre helped farmers bring in 1.537,000 bales fourth highest in the state's history worth $258,- 248.000, the Crop and Livestock Reporting Service said yesterday. Another $32,305,000 as realized on 613.000 tons of cottonseed. The high yield per acre broke a record of 024 pounds per acre set in l!)o6. ihe national average last year was 388 pounds. Only Texas produced more cot ton than California in 1957, the department said. Kern County led all counties with 173,900 acres. 1,213 pounds per acre and 4.ifi,000 bales pro duced. Fresno followed with 173, 000 acres. 1.107 pounds per acre and 400.000 bales. Allen, speaking last night before the Zonta international conven tion, , a service organization of women business executives, said: "There is nothing really evil in the term. In Spanish, propaganda means advertising: in religion, it means spreading the faith: in gov ernment it means trying to make ourselves understood abroad." The word came into disrepute, Allen said, when abused by Hit ler's propaganda chief Joseph Goebbels "and came to mean the big lie." (AP) A Russian-backed resolution aimed at ending U.S. nuclear tests in the Pacific was turned down yesterday by the Trusteeship Council, which oversees American administration of the island test ing grounds. The Soviet Union joined with three neutralist nations Burma, India and the United Arab Repub lic in supporting an Indian resolution to end nuclear tests in, or around, any trust territory. It lost 7-4. India claimed the United States was staging tests in the Marshalls because it preferred to risk Asian lives rather than those of Ameri cans. Charging India with unintention ally raising a racial issue, U.S. Delegate Mason Sears replied the islands were not part of Asia and the test area presented the least danger of any area under U.S. control. McCANN I'PI Foreign N'ewi Analyil The week's good and bad news on the international balance sheet: Soviet Russia indulged in an outburst of temper this week over developments in the field of for eign affairs. Mobs, obviously officially organ ized, engaged in hostile demon strations against the United States, West German and Danish embassies in Moscow. The dem onstrations were staged in re taliation for anti-Communist dem onstrations in New York and Bonn in pfotest against the ex ecution of Hungarian revolt lead ers Imre Nagy and Pal Maleter. A Soviet note to the United States threatened to boycott a meeting of experts, already set for next Tuesday in Geneva, Switzerland, on means of assur ing compliance with a possible ban on tests of nuclear weapons. Official statements and the officially-controlled Moscow- news papers denounced the United States, its allies and the United Nations for considering Lebanon's request that action be taken to stop the "flow of weapons and men which are being sent to the Leba nese rebels across the frontier of Syria from the United Arab Re public. On Monday, while police watched idly, a mob smashed the windows of the West German Em bassy in Moscow. Incendiary rags, stones and bottles of purple ink were thrown through the broken windows. Draperies and furniture were damaged seriously. It followed the same course as lost Friday's attack on the Danish Embassy. On Wednesday, a much more temperate mob demonstrated in front of the United Stales Em bassy. Without much enthusiasm, the demonstrators shouted "Fas cists," "dogs" and similar epi thets. But no missiles were thrown and no damage was done. Everything had seemed set for the Geneva meeting of experts on a possible agreement to suspend nuclear weapons tests as the So viet government demands. The United States, Canada. Great Britain and France were ready to send their delegates, ex pecting to confer with experts from Russia, Czechoslovakia, Po land and Romania. Gromyko handed American Ambassador Llewellyn Thompson Jr., an "aide memoire" or informal note demanding that the problem of insuring compliance with a test ban be subordinated to reaching an immediate agreement on the suspension. Gromyko threatened to boycott the meeting unless his views were accepted. But the allied governments went ahead with plans to send their delegates to Geneva and await de velopments. United Nations Secretary Gener al Dag Hammarskjold returned to his New York headquarters after conferring with Lebanese Presi dent Camille Chamoun and Pre mier Sami Solh and United Arab Republic President Gamal Abdel Nasser. Hammarskjold sought first to try to get Nasser to stop the flow of aid from Syria to the Lebanese rebels and secondly to police the Lebanese-Syrian border to cut the supply line. Russia denounced all this as in tervention in domestic Arab af fairs and as threatening to cause war in the Middle East. But Lebanon was determined to go ahead with its appeal for help.
